Building Assessment Technician
Location: Toronto Office with Travel to Various Communities

Position Summary
We are seeking qualified Engineers, Engineering Technologists, and Engineering Technicians to conduct housing condition assessments throughout Nunavut. The successful candidates will perform detailed inspections of residential housing units, collect field data, document building deficiencies, assess the condition of building systems and components, and prepare reports to support maintenance planning, capital renewal programs, and asset management initiatives.
The position requires extensive travel to remote northern communities and the ability to work independently while maintaining high standards of professionalism, safety, and documentation.
Key Responsibilities
Housing Assessments
- Conduct comprehensive visual assessments of residential housing units, including single-family homes, duplexes, row housing, and multi-unit residential buildings.
- Evaluate the condition of:
- Building envelope systems (roofing, siding, windows, doors, foundations)
- Structural components
- Mechanical systems (heating, ventilation, plumbing)
- Electrical systems
- Life safety systems
- Interior finishes and building components
- Identify deficiencies, deterioration, safety concerns, and maintenance requirements.
- Assess housing units in accordance with project-specific protocols and industry best practices.
Data Collection & Documentation
- Take clear and comprehensive photographs documenting existing conditions.
- Record observations using digital asset planner and management software.
- Verify building inventory information, dimensions, and component quantities, where applicable.
- Prepare accurate field notes and condition ratings.
- Maintain organized project records and documentation.
Reporting
- Prepare written assessment reports summarizing findings and recommendations.
- Assist in developing repair, maintenance, and replacement priorities.
- Provide estimated remaining service life assessments for major building components.
- Contribute to capital planning and asset management recommendations.
Travel & Logistics
- Travel to remote Nunavut communities by air.
- Coordinate with local housing staff and tenants to schedule assessments.
- Maintain professional relationships with clients, community representatives, and residents.
- Adhere to all project schedules and reporting deadlines.
Health & Safety
- Follow all applicable health and safety requirements.
- Conduct work safely in occupied residential environments.
- Use appropriate personal protective equipment (PPE).
- Report hazards and safety concerns promptly.
Qualifications
Experience Requirements
- Experience with conducting building condition assessments, facility inspections, property condition assessments, housing inspections, or related building evaluations.
- Knowledge of residential construction components, methods, and building systems.
- Knowledge of UNIFORMAT (ASTM E1557) Levels 1-4.
- Experience preparing technical reports and field documentation.
- Experience working in northern, remote, Indigenous, or Arctic communities is considered an asset.
- Familiarity with asset management and capital planning programs is an asset.
Knowledge, Skills & Abilities
- Strong understanding of residential building systems and construction practices.
- Ability to identify building deficiencies and maintenance issues.
- Proficiency with Microsoft Office Suite and digital data collection tools.
- Strong written and verbal communication skills.
- Excellent organizational and time-management abilities.
- Ability to work independently with minimal supervision.
- Strong attention to detail and commitment to quality.
- Ability to travel frequently and work in remote locations.
Physical Requirements
- Ability to walk throughout residential properties and construction sites.
- Ability to climb ladders and access attics, crawlspaces, and mechanical rooms.
- Ability to lift and carry field equipment up to 25 lbs (11 kg).
- Ability to travel extensively by commercial aircraft.
Assets
The following qualifications will be considered assets:
- Building Condition Assessment (BCA) experience.
- Property Condition Assessment (PCA) experience.
- Building Science knowledge.
- Experience with social housing or public housing programs.
- Experience in northern climates and cold-weather building performance.
- Knowledge of Indigenous and Inuit housing considerations.
- Drone pilot certification.
- Valid First Aid/CPR certification.
