Position Purpose
The Director, Capital Delivery (Roads) is accountable for overseeing the planning and delivery of a portfolio of complex infrastructure projects using Alternative Financing and Procurement (AFP) models. This role ensures projects are delivered within defined timelines, budgets, and quality expectations while aligning with organizational priorities and public value outcomes.
What You Will Do:
- Coordinate and manage a portfolio of large-scale infrastructure initiatives from early planning through to final completion.
- Develop and implement project delivery plans to achieve schedule, budget, and quality objectives.
- Oversee procurement of complex, high-value services and administer external advisory relationships.
- Work in partnership with internal teams (finance, legal, project controls) to structure agreements, financing models, and multi-party arrangements.
- Manage contract interpretation and contribute to resolution of complex, multi-party agreement matters.
- Maintain consistent project governance through planning, procurement, construction, commissioning, and close-out stages.
- Identify, evaluate, and mitigate risks across the project lifecycle to ensure successful delivery outcomes.
- Build and maintain effective relationships with clients and key partners to address challenges and advance project success.
- Coordinate complex networks of contributors to resolve issues and maintain project momentum.
- Contribute to organizational reporting processes and provide timely updates to senior leadership.
- Guide, develop, and coordinate a team of professionals, supporting capability growth, knowledge transfer, and performance outcomes.
What We Are Looking For:
- Demonstrated capability in delivering large, complex infrastructure projects across planning, procurement, and construction phases, supported by extensive experience.
- Knowledge of project delivery frameworks, including AFP/P3 and Progressive models, and their application across design, construction, operations, and lifecycle management.
- Experience administering complex contracts, procurement processes, and financial arrangements for major infrastructure initiatives.
- Ability to examine and interpret technical, legal, and financial information to support informed resolutions and agreements.
- Capability to coordinate and guide diverse teams and work collaboratively across multiple functions and partner groups.
- Strong verbal and written communication skills, with experience presenting information in executive-level environments.
- Demonstrated ability to manage complex, confidential, and delicate situations and develop practical, balanced resolutions.
- Knowledge and experience with infrastructure planning processes, regulatory requirements, and applicable standards for linear transportation infrastructure projects, most notably highways.
- Relevant professional learning in areas such as engineering, construction management, finance, or project delivery frameworks; professional designation (e.g., P.Eng. or equivalent) is an asset.

We offer a competitive hiring range of $152,900 to $197,900 (PM5 level), pay will align with skills, knowledge and experience of the candidate.
