John Howard Society Victoria is seeking a dedicated and professional Caseworker to join our Residential Programs team.
The Caseworker is responsible for monitoring, supporting, and case managing residents of the John Howard Society Community Residential Facility while maintaining contractual compliance with Correctional Service of Canada requirements. This position plays an important role in supporting resident accountability, safety, reintegration, and access to community-based services.
This is a fully in-person position based in Victoria, BC, with no opportunity for remote work.
The successful candidate will bring strong case management skills, sound judgment, professionalism, and the ability to work effectively with residents, colleagues, parole officers, community partners, and local police.

Client Support (30%)
Establish positive communication with and maintain rapport with each resident.
Develop, implement and sustain a Resident Action and Service Plan suitable to the proposed resident, and encourage the resident's interest and participation. (in line with the internal case management framework)
Meet weekly (minimum) with each resident on the caseload and record keep these interactions on CAMS administrative program.
Assist residents with their general needs, including facilitating referrals to community agencies such as JHSV Employment Programs.
Provide access to prescribed medication as needed and follow the medication management policy.
Regular contact and communication updates with the parole officer for each resident.
Ensure the organization and house health and safety measures to ensure client safety. Ensure that the physical facilities fulfill all fire, health and safety regulations.
Monitor residents for substance misuse violations and breaches of conditions set by the Correctional Service of Canada; ensure violations are recorded and reported to the Parole Officers.
Administration (30%)
Conduct and document rounds and bed checks at irregular intervals, a minimum of two times during each shift at Princess location.
Answer phones, greet the public and visitors with discretion.
Attend monthly staff meetings and weekly case conferences.
Read all memos about the operation of the House and keep abreast of new developments relating to the Correctional Service of Canada.
Maintain daily office procedures to ensure smooth operations.
Manage a caseload of up to 10 residents, maintaining accurate in-house files and case notes using the CAMS administrative program.
Review flimsy files and protected OMS information for all residents.
Collaborate with residents to develop Resident Action Plans and write monthly progress reports for each resident.
Enter reports on the Offender Management System (OMS) and CAMS.
Ensure ongoing collection of resident evaluations.
Complete on-going training as required as a part of job role.
Access and maintain/ update documentation on SharePoint.
Conduct menial house tasks such as laundry, mopping/sweeping, organizing supply area, recycling etc.
Follow working alone (safety line) procedures for check-ins.
House Management (20%)
Ensure the house is attended and remain awake throughout the duration of the shift.
Report any management concerns and violations of house rules, curfews, or policies by residents to the Manager of Residential Programs.
Actively participate as a member of the caseworker support team, sharing information related to residents' concerns and directing them to appropriate resources.
Pack personal property of suspended or unlawfully absent residents and prepare a detailed written inventory.
Maintain the facility as a clean, pleasant, and safe environment for all residents.
Community Engagement (10%)
Perform other duties and projects as required and not limited to the responsibilities as mentioned.

Must have Qualifications:
Minimum of 2 years certificate in a relevant field (Bachelor’s Degree preferred).
Proven experience of at least one year in the residential or transitional housing industry.
Experience working with vulnerable populations, including those with mental health, addictions, and developmental disabilities.
Proficient in verbal and written English at a professional level.
High proficiency in MS Office Suite (Excel, PowerPoint, Word, Outlook, SharePoint).
Valid Class 5 Driver’s License and access to a reliable vehicle.
Criminal Record Check and Correctional Service of Canada Enhanced Security Check - To obtain an Enhanced Security Clearance from Public Works Canada the requires applicants to have lived in Canada for a minimum of five years.
Emergency First Aid certification.
Ability to manage confidential and sensitive information effectively and possess strong integrity.
Skills and Competencies:
The skills to understand the use of authority in supervision and to intervene effectively in crises.
Experience in case management, including effectively managing client case notes.
Excellent organizational skills to assist multiple employees at one time with various tasks.
The skills to intervene effectively in crises and Knowledge of community resources.
Ability to understand the dynamics of offender’s behavior and assess their needs and risks.
Correctional Services of Canada Enhanced Security Clearance.
Dispute resolution and problem-solving skills.
