DIRECTOR OF COMMUNITY SERVICES
The Tsartlip First Nation is pleased to invite applicants to apply to the permanent, full-time Director of Community Services position.
The Director oversees the Community Services Department and provides leadership for developing safe and culturally appropriate social programs and services for the Tsartlip First Nation community. The Director is also responsible for developing programs and services related to promoting social development, healthy relationships between children and families, and employment and training opportunities in the community. The Director is a key member of the Tsartlip senior management team.

The salary range for this position is $113,000 - $165,000 per annum.
Education and Experience
- Degree or Diploma in Human Services, Community Development, Social Work, Indigenous Studies, Business Administration or other related field, and
- Minimum of 5-8 years’ experience in the provision of direct service in community-based systems; or
- An equivalent combination of education, training and experience;
- Minimum of 2 years’ experience managing, directing and leading employees and contractors preferably in a unionized work environment;
- Experience developing, implementing, and evaluating services for a First Nation community an asset;
- Experience developing a variety of written reports, policy and procedures, analyses, presentations and other documentation in accordance with organization directives and/or regulatory guidelines;
- Experience developing, managing and controlling operating budgets;
- Valid Class 5 driver’s licence and reliable vehicle is required.
Duties and Responsibilities
Social Development
- Oversees and provide leadership and direction to planning, organizing, implementing, maintaining, and evaluating programs and services related to social development, including those which provide income assistance, counselling or referral services, and support for elders in the community;
- Creates an administrative process for community members to access assistance with completing income assistance/social welfare-related applications.
Child and Family Relationships
- Oversees and provides leadership and direction to planning, organizing, implementing, maintaining, and evaluating programs and services aimed at promoting the development of healthy relationships between children and families in the community;
- Develop workshops, events, and educational materials to support the development of positive relationships between children and families in the community.
Employment and Training
- Oversees and provides leadership and direction to planning, organizing, implementing, maintaining, and evaluating employment and training-related programs and services to assist community members with obtaining and maintaining gainful employment and/or developing further in their long-term careers;
- Engages community youth with employment and training-related initiatives to support them in developing job skills;
- Develops workshops, events, and educational materials to promote and support access to and use of employment and training programs offered by Tsartlip First Nation.
Financial and Human Resource Management
- Prepares funding proposals; ensures programs and services are adequately funded and that reports required by any funding or partner agencies are completed and forwarded as per agreed to format, timelines and contract requirements, as applicable;
- Develops, in collaboration with the CFO, and administers the annual budget for the department.
- Accountable for the fiscal soundness and cost effectiveness of the department’s operations. Monitors and implements appropriate intervention to achieve operational budget targets;
- Prepares and executes annual work plans within budget for the operation and maintenance of Nation physical assets;
- Develop administrative systems and procedures (information/filing systems) for departmental objectives;
- Ensures expenditures made are within budgetary parameters and prepare any internal reporting required;
- Prepares and presents quarterly reports, annual report, and project reports for the Administrator, Chief and Council and the community as well other reporting as required;
- Manages all fiduciary responsibilities as assigned through a delegated authority process.
- Executes departmental human resource related initiatives; establishes performance management and productivity standards for all department staff; and manages and evaluates staff through continuous consultation, coaching and professional development plans;
Other
- Oversees and assumes the duties of the Privacy and Security Officer for Panorama;
- Monitors areas of responsibility for opportunities for improvement and innovation and works proactively to implement these;
- Attends departmental meetings and events as required;
- Participates in relevant training and workshops identified by the Administrator to enhance program services;
- Ensures that service quality standards are maintained and consistently delivered in all areas of responsibility;
- Maintains strict confidentiality and exercises sound judgment and discretion when dealing with sensitive issues;
- Presents a professional, positive and helpful attitude at all times;
- Promotes a safe work place; ensures that all established safety procedures are followed;
- Carries out other duties essential to the position as directed by the Administrator.
