Capital Bike is a non-profit organization working to make cycling and active transportation safer, more accessible, and more enjoyable across the Capital Regional District. We collaborate with residents, schools, municipalities, and community partners to support safer streets and more sustainable transportation choices through education, advocacy, and community programming.
Project Overview
Capital Bike is producing Navigating Change, a short road-safety video series focused on helping people better understand cycling infrastructure, evolving street design, and common interactions between people driving and cycling across the Capital Regional District.
Capital Bike and its partners will provide the core road-safety objectives, subject-matter guidance, technical review, and key messages. The contractor will help translate these inputs into clear, engaging video concepts, storylines, and scripts that work well for public education and short-form media.
This is a hands-on production role suited to an emerging or early-career video producer, film student, or freelance creator who is confident working independently. We are looking for someone who brings both production skills and storytelling judgment — someone who can help turn road-safety guidance into short videos that are clear, memorable, and useful for everyday road users.
We are not seeking a general assistant; we are looking for someone who can take ownership of video production from concept development through final delivery.
Scope of Work
The contractor will lead the video production process, including:
- helping shape technical road-safety information into engaging, accessible video concepts and storylines;
- advising on what will translate well visually and narratively within the available budget;
- collaborating with Capital Bike staff, volunteers, and partners to refine scripts, storyboards, and production plans;
- translating approved road-safety messaging into engaging short-form video content;
- planning and coordinating filming schedules, locations, and basic logistics;
- filming educational video content at locations across the Capital Regional District;
- editing video content into polished final products suitable for public distribution;
- creating basic motion graphics, text overlays, titles, and visual elements as needed;
- adding accurate captions/subtitles and ensuring videos are accessible and readable;
- preparing final exports for web, social media, and partner distribution;
- organizing and managing project files throughout the production process;
- providing a raw footage archive and final project files at project completion, unless otherwise agreed.
Capital Bike will be responsible for:
- core road-safety objectives and key messages;
- subject-matter guidance and technical accuracy review;
- input from municipal partners and stakeholders;
- access to relevant volunteers, subject experts, and filming locations where possible;
- consolidated feedback from staff, volunteers, and municipal partners;
- final review and approval;
- access to video equipment if required and available.
Deliverables
The selected contractor will produce:
- Approx. 4 short educational videos, with the final number confirmed at project kickoff based on scope, budget, and production complexity;
- videos approximately 60–120 seconds in length;
- simple video concepts, story outlines, or script treatments for each video before filming begins;
- final videos suitable for public distribution on Capital Bike and partner websites, Instagram, Facebook, and other digital platforms;
- captioned versions suitable for public release;
- basic social media exports or formatting as agreed in the production plan;
- a basic production plan outlining filming schedule, locations, and production approach before filming begins;
- organized final exports, raw footage, and project files at project completion.
Revision Process
The contract includes up to two consolidated revision rounds per video. Capital Bike will collect and reconcile feedback from staff, volunteers, and municipal partners before providing it to the contractor.
The goal is to keep the process clear, efficient, and manageable, with scripts and key messages substantially approved before filming begins.
Qualifications
Required:
- Demonstrated experience filming and editing video content;
- Portfolio or links to previous video work;
- Ability to independently manage a small video production from planning through final delivery;
- Strong storytelling and visual communication skills;
- Ability to translate technical or educational information into accessible, engaging public-facing stories;
- Proficiency with video editing software;
- Ability to produce clear, accessible, public-facing content;
- Strong communication, organization, and time-management skills;
- Ability to meet agreed deadlines and work independently.
Preferred:
- Experience producing content for social media, educational campaigns, non-profits, or public-facing communications;
- Interest in transportation, cycling, road safety, public education, or community engagement;
- Ability to travel by bike, transit, or vehicle within the Capital Regional District for filming;
- Access to basic filming, audio, and editing equipment.
Equipment
Applicants should identify what filming, audio, lighting, and editing equipment they have access to, and what, if anything, they would need Capital Bike to provide.
Rights and Usage
Capital Bike will retain the right to use the final videos for public education, promotion, web, social media, partner distribution, grant reporting, and related non-commercial purposes.
Raw footage and editable project files should be provided to Capital Bike at project completion unless otherwise agreed in writing.
