The Human Resources Manager is responsible for shaping the employee experience, strengthening our workplace culture, and ensuring our people practices keep pace with the organization's expanding needs. This is a hands-on role for an experienced professional who enjoys taking ownership, delivering results, and serving employees, leaders, and the organization through practical HR solutions.

Accountabilities

Talent Management

Leads and delivers the end-to-end talent acquisition process, including sourcing, testing, interviewing, background checks, hiring and onboarding.
Manages offboarding processes, including exit interviews, equipment returns, and termination administration.
Coaches people leaders through the employee performance management process.

Labour & Employee Relations

Provides guidance and support on employee and labour relations matters across the organization, including collective agreement interpretation, grievance administration, workplace investigations, and employee relations support for both unionized and exempt employees.
Ensures accurate and consistent application of relevant legislation, collective agreements, terms and conditions of employment, policies, and procedures.

Employee Engagement & Culture

Plans, coordinates, and delivers employee engagement and culture initiatives for both on-site and remote employees.

Health, Safety

Leads and administers the Company's Occupational Health & Safety program in compliance with the Canada Labour Code, including chairing the Workplace Health & Safety Committee and ensuring committee actions are completed in a timely manner.

Compensation, Payroll & Benefits

Administers and maintains the organization's timekeeping system, including reviewing employee time records.
Processes salary changes, vacation entitlements, and banked time.
Prepares and processes payroll information and change forms.
Administers employee benefits programs and acts as primary liaison with benefits providers.

HR Operations

Retains historical human resource records and maintains thorough documentation for all employee matters.
Completes Stats Canada reporting and other government reporting.
Administers and maintains HR information systems (e.g., ADP, Synerion), ensuring data integrity.
Prepares HR metrics and reports (e.g., turnover, headcount, absenteeism) for senior leadership.
Develops a thorough understanding of the business to provide practical, informed HR advice and solutions.
Provides consultation and coaching to leaders on disability management matters, and coordinates employee support programs, including workplace accommodations and return-to-work planning.
Develops and manages the HR department budget.
Identifies and actions opportunities to streamline and automate HR processes.

Ability to lead and support organizational change management initiatives.
Strong drive to automate and modernize HR processes.

Education and Experience

Bachelor's degree with a major in human resources management or a related field of study.
Minimum ten (10) years of progressively responsible, hands-on human resources experience across a broad range of HR disciplines, including a minimum of five (5) years in a unionized environment.
Exceptional written and verbal communication.
Experience in ADP and Synerion an asset.
Excellent knowledge of employment and labour legislation and government policies (i.e. Canada Labour Code, Employment Standards, Labour Relations Code, Employment Equity, etc).
Exceptional technology aptitude, including advanced Microsoft Office proficiency.
Experience with grievance handling, arbitration, and contract negotiation processes.

Expectations

Willingness to travel across the communities within CityWest's operating area.
Work outside normal business hours will be required (payroll processing, response to workplace incidents, etc.)
Maintains strict confidentiality and manages conflicts of interest appropriately.

Pay: $90,000.00-$100,000.00 per year
