Position: Supervisor - Environmental Assessment and Studies
Salary: Grade 8C, Non-Union ($94,876 to $110,965)
Union: Non-Union
Reports to: Manager, Engineering and Infrastructure
Purpose of Position:
Reporting to the Manager of Engineering and Infrastructure, under the overall direction of the Executive Director, Infrastructure Services, the Supervisor of Environmental Assessment and Studies shall provide coordination and support of Environmental Assessments and other and studies, including Excess Soil Management, Feasibility Studies, Shoreline Management, etc.
Qualifications & Experience:
- Must have a University Degree in Civil or Environmental Engineering;
- Must be eligible for licensing as a Professional Engineer in Ontario within 6 months of hire;
- Minimum of 5 years progressive experience in the field of civil or environmental engineering with an emphasis on Environmental Assessments and municipal engineering;
- Must be self-motivated, detail-oriented, possess a strong work ethic and able to demonstrate the ability to work independently;
- Must have excellent oral and written communication skills;
- Must have experience in preparing technical reports and memos;
- Must have experience establishing professional relationships and networking;
- Must hold and maintain a valid Ontario Class G driver’s license; and,
- Must obtain a clear police clearance for the vulnerable sector.
Knowledge & Skills:
- Knowledge of the Provincial and Federal Environmental Assessment Act, and the Ministry of the Environment, Conservation and Parks Modernization proposal for Streamlined EA for Municipal Infrastructure;
- Knowledge of the Environmental Protection Act and Regulations, Drainage Act, Ontario Water Resources Act, On-Site and Excess Soil Management, and any other legislation and regulations;
- Familiar with municipal engineering design guidelines and Ontario Provincial Standards and Specifications;
- Familiar with the Planning Act related to land use planning in Ontario;
- Knowledge and understanding of civil and environmental engineering principles;
- Must be able to demonstrate advanced analytical skills, problem solving skills, tact, diplomacy, confidentiality, and effective time management skills;
- Must be able to demonstrate skills with computer applications including Windows, and Microsoft Office;
- Must be able to communicate effectively, both orally and in writing, though clear, concise technical reports and presentations;
- Strong math and technical skills are required;
- Excellent customer service, interpersonal, conflict resolution, and organizational skills;
- Must have knowledge in the principles of project management and budget tracking; and,
- Knowledge of municipal bylaws, Highway Traffic Act, Occupational Health & Safety Act of Ontario, and WHMIS would be an asset.
Major Responsibilities:
- Coordinate all phases of Environmental Assessment projects in accordance with Ontario and Federal Environmental Assessment Acts;
- Provide direction to consultants, liaison with general public, government agencies, utilities and other levels of government involved in the Environmental Assessment process;
- Coordinate activities of external consultants engaged in various consulting assignments and studies;
- Present information and participate in public engagement on Environmental Assessments, development and/or other related engineering projects;
- Present information and participate in Indigenous engagement on Environmental Assessments, development and/or other related engineering projects;
- Coordinate environmental permit applications related to infrastructure projects;
- Prepare and submit monitoring reports for various funding programs, benchmarking initiatives and other reporting requirements;
- Prepare and coordinate various Request for Proposals for studies, investigations and consultant assignments. Assist with the development of tender specifications, and project monitoring;
- Participate in the preparation of various master plans, business plans, community improvement plans, technical studies, Environmental Study Reports, etc.;
- Provide research, analysis, and recommendations on a wide variety of municipal-related topics, environmental issues and other relevant emerging issues or trends;
- Participate in public consultations performed by other entities as a Municipality of Lakeshore representative;
- Coordination of CWATS study, Consultant Roster, contracts, Environmental Assessments, and environmental permitting of municipal projects;
- Prepare and submit funding applications for Provincial and Federal or other programs;
- Prepare and present any reports to council related to Environmental Assessments, plans and studies as needed;
- Provide information for the preparation of the budget related to Environmental Assessments, studies, etc.;
- Prepare written reports, correspondence, presentations, manuals, and other deliverables; and,
- Coordinate development/documentation of sustainability programs and environmental stewardship initiatives;
- Other duties as assigned.
Decision Making & Judgement:
- Work is performed under the general direction of the Manager, Engineering and Infrastructure and Executive Director, Infrastructure Services. This role will report to the Manager;
- Work with the Capital Projects, Public Works, Water Management and Community Planning Divisions; and
- Work within the guidelines and policies, procedures and engineering standards of the Municipality.

Working Conditions:
Environment
- Works within an office environment within the hours of 8:30 a.m. to 4:30 p.m. (35 hours per week)
- Some outdoor activities may be required
- Driving around the municipality is required
Control over Work Schedule
- Occasionally requested to work beyond normal office hours
- Overtime is capped to 35 hours of paid time off in lieu of overtime
