Shared Health leads the planning and coordinates the integration of patient-centered clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.
Position Overview
The Mental Health Court Treatment Team (MHCTT) is a Shared Health Mental Health and Addictions interdisciplinary team that provides services for individuals living with mental illness who have come into conflict with the law and are involved with Mental Health Court. The MHCTT is a modified assertive case management model that provides assessment, comprehensive psychiatric treatment, and psychosocial interventions in the community to individuals who are participating in Mental Health Court.
There are two streams of service within MHCTT, one is a pre-plea diversion which is less comprehensive and occurs over six months. The other stream requires a guilty plea in Court by the individual, and MHCTT services are provided over a two-year period. The staff collaborate with the individual, family, and other supports to provide psychoeducation, comprehensive support, and resources throughout their involvement with the program. MHCTT staff also assist the participant to provide them with appropriate follow-up supports and services when preparing for graduation from the Mental Health Court. Service delivery may be provided individually or in group format.
The goal of the Mental Health Court is to provide an alternative to mainstream adult criminal court for persons charged with a criminal offence and who are assessed as having a severe and persistent mental illness. The goals of the MHCTT are to manage participants’ risk of violence and to support their mental health recovery.
Main Function:
Under the general supervision of the MHCTT Team Lead, the Manager Health Services – Forensics, and in consultation with the Psychiatrist, the MHCTT Service Coordinator is responsible for providing case management services and supports to participants of the Mental Health Court. This includes comprehensive assessments, development and implementation of intervention and treatment plans, and coordination of comprehensive community supports. The MHCTT Service Coordinators provide weekly updates to the Mental Health Court and attend to Mental Health Court weekly to present updates on their participants to the Judge and Mental Health Court Crown. The Service Coordinator incorporates principles of psychosocial rehabilitation and recovery into their practice and function as a clinical member of the interdisciplinary team. Experience
Minimum four years related community experience working with people with serious and persistent psychiatric disabilities, including mental illness, substance use disorders, and Intellectual Developmental Disorders.
A combination of institutional and community experience may be considered.
Education (Degree/Diploma/Certificate)
BSW, OT, PT, BSc PN, RPN, BN, RN, SLP, RD, or related health/human service degree required from an accredited educational institution.
Specific discipline required will be based on the operational needs of the inter-disciplinary team.
Certification/Licensure/Registration
Active member in good standing of an associated regulatory body as appropriate and ensures ongoing compliance and registration with regulatory body.
If successful applicant is a Registered Dietitian, must be a graduate of a recognized dietetic internship program accredited by Dietitians of Canada.
Valid driver’s license and access to a personal vehicle required.
This position is subject to a Criminal Record Check, as well as Adult and Child Abuse (including vulnerable sector) Record Checks.
Qualifications and Skills
Comprehensive knowledge and understanding of severe and persistent mental illness, including recovery-oriented care, cultural safety, and trauma-informed care.
Working knowledge of the Mental Health Act of Manitoba, Personal Health Information Act, Freedom of Information and Protection of Privacy Act, The Adults Living with an Intellectual Disability Act, and Protection of Persons in Care Act. Knowledge of the Criminal Code of Canada – particularly sections pertaining to mentally disordered offenders – is an asset.
In consultation with the designated Nursing Service Coordinator positions and the psychiatrist, demonstrates practical working knowledge of psychiatric medications.
Working knowledge of harm reduction principles.
Demonstrated knowledge and skills related to individual and group counselling, and/or facilitation of both therapeutic and psychoeducation groups.
Demonstrated ability to engage with individuals and their families from diverse cultural, social, and ethnic backgrounds.
Experience in providing case management for individuals in community, including development of case management plans.
Skills in assessing, planning, and coordinating comprehensive supports for individuals residing in community.
Working knowledge of the forensic mental health and criminal justice systems in Manitoba is an asset.
Demonstrates initiative in assuming responsibility for own professional and personal development.
Effective networking and agency relations skills, demonstrated ability to develop partnerships with external agencies.
Excellent organizational, problem-solving, and critical thinking skills.
Effective written and verbal communication skills.
Practical knowledge of Microsoft Suite (Word, Excel, Outlook, Teams) required.
Physical Requirements
May be required to work safely in a typical computerized office environment with frequent meetings.
Must be comfortable supporting participants in a variety of community-based settings.
May be required to lift and/or carry up to 30lbs.
