Permanent, full-time position – Toronto, ON

If you’re an experienced leader in Disability Management/Health Care Services and have an outstanding track record in managing health and wellness programs and strategies for a major, multi-site employer, this exciting opportunity offers you the chance to share your knowledge and expertise with the People and Culture team at the Toronto District School Board (TDSB).

Reporting to the System Officer, People and Culture, the Senior Manager, Health, Wellness and Abilities will provide strategic leadership and expertise in developing and managing comprehensive health, wellness, and workplace abilities programs. In this role, you will promote a proactive culture of well-being, enhance staff resilience, and support employee health, engagement, and productivity. You will also oversee accessibility programs, ensure compliance with the Accessibility for Ontarians with Disabilities Act (AODA), manage the Employee Assistance Program (EAP), and lead workplace accommodations, WSIB and return-to-work initiatives.

PRIMARY DUTIES

More specifically, as the Senior Manager, Health, Wellness and Abilities, you will:

· Support the System Officer in defining the Health, Wellness, and Abilities offices’ strategy, ensuring alignment with People and Culture strategy and priorities, and TDSB organizational goals.

· Lead the planning, development, and implementation of health, wellness, and workplace abilities programs that foster staff well-being, resilience, and an inclusive workplace.

· Oversee workplace abilities initiatives, such as accommodations, flexible work arrangements, and proactive wellness strategies to enhance employee performance and productivity.

· Lead the Attendance Awareness Program, including attendance tracking, setting key performance indicators (KPI’s), and collaborating with management to drive performance improvements.

· Oversee the Disability Management Program, ensuring efficient processing of disability claims, including STLDP, WSIB, and LTD transitions, and managing relationships with Independent Medical Exams (IME) providers.

· Lead and execute the Board’s accessibility strategy, including AODA compliance, ensuring that accessibility is integrated into all processes, products, and services.

· Assume responsibility for the effective management and leadership of staff, including recruitment and selection, training, and development, coaching and mentoring, and performance evaluation.

· Leverage expertise in workplace health and wellness to provide strategic advice and guidance to senior leaders on complex health-related issues.

· Collaborate with Communities of Expertise (CoE’s), internal departments, and external providers to ensure integrated support for employee health and well-being.

· Lead communication efforts to engage staff in health and wellness programs and develop training programs for managers and employees.

· Facilitate and oversee the development, implementation, and ongoing review of policies and procedures, ensuring compliance with relevant legislation and regulatory changes.

· Evaluate the effectiveness of programs through data analysis, program outcomes, and employee feedback to drive continuous improvement.

· Monitor industry trends, best practices, and legislative developments to proactively identify program enhancements and mitigate potential challenges.

· Provide leadership in fostering equity and inclusiveness in the development and implementation of programs and services.

· Develop, review, and monitor the Unit budget, including expenditure review and authorization, and forecasts.

· Participate at hearings, tribunals, grievances, and arbitrations as needed.

· Prepare reports for the Executive Officer and other stakeholders, as required.

· Chair, attend/or participate in various committees and meetings with People and Culture, CoE representatives, unions, associations, and federations, as required.

· Other duties as assigned.

QUALIFICATIONS

To take on the role of the Senior Manager, Health, Wellness and Abilities, you must have:

· University degree in a related discipline (e.g., Disability Management, Human Resources Management, Health Care Services and Rehabilitation) and eight years of progressively responsible experience in human resources for a large, complex, multi-site and multi-unionized employer, or an equivalent combination of education and experience.

· Professional designation in Disability Case Management preferred [e.g., Certified Return to Work Coordinator (CRTWC), Certified Disability Management Professional (CDMP), or Registered Rehabilitation Professional (RRP)].

· Proven expertise in managing health and wellness programs, disability management, return-to-work strategies, and workplace accommodations.

· In-depth understanding of employment legislation, disability laws, best practices, and regulatory frameworks relevant to disability and attendance management.

· Proven capability in offering strategic advice and guidance to senior leaders and stakeholders.

· Successful managerial experience with proven ability to lead, develop, mentor, and engage employees on the team.

· Experience managing the design and delivery of training programs.

· Experience in budget management, including expenditure control.

· Demonstrated strategic planning, project management, time management, and organizational skills.

· Sound analytical, interpretative, strategic thinking, and problem-solving skills.

· Excellent mediation, facilitation, negotiation, and conflict resolution skills.

· Strong business acumen, networking skills and client service orientation.

· Discretion, judgement, and ability to deal with highly confidential information, sensitive issues and emotional situations.

· Excellent written and oral communication skills, with the ability to present clear, well-structured reports and briefs.

· Proven ability in promoting equitable practices which value inclusiveness and diversity.

· Proficient computer skills including Microsoft office, HRIS applications, databases, file management and disability management software.

Wage Range: $150,499 - $180,595

This permanent position, located at 5050 Yonge Street (hybrid work eligible), requires occasional travel across TDSB sites.
