The Senior Specialist is responsible for developing, leading, and managing strategic and complex quality improvement initiatives for the Provincial Genetics Program (PGP), part of Ontario Health’s Clinical Institutes and Quality Programs. As part of this role, the Senior Specialist will work with internal and external stakeholders to ensure a consistent, standardized approach in identifying, prioritizing, and implementing program initiatives as well as managing work plans and timelines for deliverables. The Senior Specialist reports to the Team Lead, with guidance from the Provincial Head, Director and Manager to support program wide planning, implementation and alignment of cross program activities, process improvement, stakeholder engagement, evaluation and knowledge transfer and exchange (KTE) activities.

Here is what you will be doing:

Planning and leading several medium to large-scale projects/quality initiatives, concurrently and within timelines.
In collaboration with clinical experts: conducting needs assessments, literature reviews, surveys, and environmental scans; developing education and evaluation tools; developing evidence-based guidance (recommendation reports, position statements, policy documents).
Horizon scanning, monitoring evidence and conducting jurisdictional scans to understand best practices.
Working with various stakeholders (subject matter experts, health care providers, administrators, professional bodies) and working groups to achieve consensus.
Actively managing projects/initiatives, including identifying and effectively communicating with relevant stakeholders, managing project documentation, driving agendas, and providing input in a collaborative setting.
Supporting project/initiative evaluation activities and preparing reports and summaries based on evaluation information.
Performing in a leadership role in various program related projects, policies, activities, and initiatives.
Leading, planning, and coordinating working groups and Communities of Practice (CoPs).
Developing and maintaining a variety of project tools and documents.
Identifying issues and risks in a timely manner and escalating to Team Lead and Manager, as required.
Demonstrating and maintaining a positive and creative influence in keeping project momentum moving forward.
Coordinating meetings for internal and external groups including organizing meeting logistics (in person, and via video/teleconference), preparing and circulating meeting materials and related communications, tracking action items, and ensuring appropriate follow up.
Developing and presenting material using excellent written, verbal, and graphical communications skills.
Supporting PGP committees, other initiatives, and other tasks as assigned.
Contributing to PGP knowledge transfer and exchange (KTE) activities (e.g., publication of scholarly articles, presentations, etc.).

Here is what you will need to be successful:

Education and Experience

Master’s degree in Health Sciences, Health Administration, Health Services Research, Public Administration or an equivalent combination of educational training and experience.
Three to five years of related experience in health policy development, analysis and implementation is required.
Experience working in healthcare within the public sector is an asset.
An understanding of Ontario’s health care system with particular emphasis on clinical and/or laboratory genetic services is an asset.
Experience facilitating meetings and/or Communities of Practice preferred.

Knowledge and Skills

A tactical thinker with experience formulating policy.
Experience conducting systematic reviews and developing guidelines.
Excellent writing skills including the ability to prepare briefing notes, reports, policy papers and evidence summaries.
Excellent oral skills including ability to create and deliver effective presentations and answer questions.
Strong relationship building skills, with demonstrated experience engaging and building relationships and consensus amongst diverse stakeholders.
Ability to prioritize and manage several projects in a cross-functional team environment and to respond quickly based on timelines and project plans.
Ability to multi-task and pay close attention to details and deadlines.
Demonstrated ability to work independently in a self-directed manner with minimal supervision.
Ability to work well under pressure and use good judgment in assessing difficult situations.
Comfortable working in a dynamic fast-paced environment with a degree of uncertainty or ambiguity
Strong problem-solving and facilitation skills and effective critical and strategic thinking abilities.
Detail oriented with excellent organization and time management skills.
