Location: On-site Little Red River Cree Nation (accommodations provided)

The Director of Nation Operations- Programs and Services will collaborate with the Chief and Council in the development of performance goals and long-term operational plans, including financial and budgetary plans for LRRCN. The main responsibility of the Director of Nation Operations - Programs and Services is to maximize efficiency and productivity of all LRRCN programs and services departments through extensive process analysis and strategic goal development.

Director of Nation Operations- Programs and Services has direct supervision of:

Two deputy directors of operations- programs and services (still to be recruited)
Health
Community Infrastructure and Capital projects
Community Services

Director of Nation Operations – Programs and Services shares supervision with the Director of Nation Operations – Governance in relation to:

Human Resources
Admin and Finance
Emergency Services

One of the key roles of the Director of Nation Operations – Programs and Services will be to transform LRRCN’s finance department to bring software, capacity and other practices to accommodate the current size and needs of the Nation.

The Director of Nation Operations - Programs and Services is an impactful member of LRRCN and will be provided with a residence in John D’Or Prairie. They are expected to work on-site and be present within the three Woodland Cree communities of Fox Lake, John D’Or Prairie, and Garden River unless away on business or time off.

The Director of Nations Operations- Programs and Services is a key member of the LRRCN management team and is expected to be a leader in the workplace and in the communities and set an example for LRRCN staff.

As this is the first time in LRRCN’s history that it has two Directors of Nations Operations, the Directors of Nation Operations will work with Council on a one-year review of this structure, which may result in a change to the allocation of duties as between the two positions or other updates and reform.

DUTIES AND RESPONSIBILITIES:

Operations, Programs and Services

Work in cooperation with the Chief and Council on programs and services matters requiring Council guidance or input.
Provide monthly updates on programs and services matters to Council.
Maintain or develop a strong leadership team within LRRCN Administration, in cooperation with the Director of Nation Operations- Governance.
Work extensively with LRRCN HR Department and Director of Operations- Governance to monitor staff performance and develop capacity.
Ensure that Directors of programs and services prepare seasonal (quarterly) written reports for Council and that quarterly meetings with Council occur.
Monitor goals and Council directions in quarterly meetings with Directors of Programs and Services to ensure they are completed.
Develop and implement policies required for programs and services in consultation with the Director of Nation Operations – Governance, Directors reporting to Programs and Services and, where appropriate or needed, Chief and Council.
Represent the LRRCN in interagency committees or boards related to Programs and services.
Provide leadership and assistance in organizing and establishing programs and services to meet the needs of the community, as well as monitoring programs and services for efficiency and quality of service.
Provide mentorship, support, financial and technical information to programs and services staff, and where requested, Chief and Council.
Attend and participate in all scheduled supervisory, management and program and resource planning meetings.
In co-operation with the Director of Nation Operations – Governance- supervise the Administrative Program teams such as Finance Department, Administration employees (HR, Executive Assistants, etc.).
Establish Administration Program goals and standards that reflect LRRCN policies and standards.
Manage an evaluation process and procedure for the program and its’ staff and provides recommendations on actions required.
Work scheduling of staff, including holiday planning, emergency coverage, overtime and call back to ensure that client services delivery is maintained at an appropriate level.
Assign and distribute work ensuring an equitable balance of the workload that maximizes workers’ skill development.
Review and collaborate with Directors on department budgets and yearly plans throughout the year and on an annual basis to identify needs or issues.
Establish Administration Program goals and standards that reflect LRRCN policies and standards.
Required to step in and cover for the Director of Nation Operations – Governance in their absence.
Participate in the recruitment of staff as a member of a hiring team.
Make recommendations for disciplinary action, when necessary.

Administration and Planning

Establish and ensure implementation of the goals and objectives for LRRCN programs and services reflect the wishes and aspirations of the LRRCN membership and promote effective service delivery.
Implement and maintain effective and efficient administrative procedure systems to ensure sound planning, control, and coordination of services to the Nation.
Lead the transformation of LRRCN finance department to modernize practices, procedures and software; set and monitor achievement of future goals for LRRCN finance.
Ensure all reporting to ISC Notification of Reporting Requirements is completed and submitted by all program managers annually.
In co-operation with the Director of Nation Operations Governance- monitor, review, and assess information displayed in Canada’s Grant and Contribution System, including amendments.
Approval of of ISC amendments as delivered by the assigned ISC Field Services Officer and distribution to appropriate program manager.

Leadership and Supervision

Leader in the workplace and expected to support, mentor and build capacity of LRRCN staff
Supervision of assigned department Directors & Managers
Must be available and involved in handling emergencies and natural disasters.
Work with Director of Nation Operations Governance to ensure seasonal quarterly reporting meetings occur between Chief and Council and all departments.
Human Resources lead, in partnership with the Director of Nation Operations, Governance.
Be familiar with the publication “Leadership and Self Deception : Getting Out of the Box”. Use the principles of that publication and work with the Director of Operations- Programs and Services to develop programs and training for all LRRCN personnel, with modifications that appear necessary to encourage a mindset of Wahkohtowin within the LRRCN workplace.
Required to step in and cover for the Director of Nation Operations - Governance in their absence.

Public Relations

Promote public awareness of the LRRCN programs, functions, and delivery systems.
In consultation with appropriate department directors or managers, prepare and arrange for release of necessary information to be distributed to Members or the general public.
Encourage the coordination of available client services within the community and liaison with other service providers.
Interpret programs and program policies for the public, communities, and staff.
Meet with community groups (associations, volunteer organizations, schools, , hospitals, private agencies, etc.) to provide information on LRRCN Program & Services policies/procedures and to develop, where necessary, protocols, which clarifyexpectations.
Work collaboratively with community resources and professionals who provide services to the membership and community members.
Project service requirements and assists in planning programs to fill identified gaps in service.
Assist in the development of comprehensive monitoring and evaluation procedures for contracted resources to ensure that client needs are met.
Define work unit characteristics and service delivery demands to assist in manpower planning and resource allocation.

Finance

Work jointly with Director of Nation Operations – Governance to ensure financial procedures and commitments are consistent with LRRCN Financial Policy and Procedures.
Work jointly with Director of Nation Operations – Governance to prepare, control, and monitor the operation of the budget for the LRRCN Finance and Administration Program.
Work jointly with Director of Nation Operations – Governance to ensure superior financial control of incoming and outgoing funds.
Monitor budgets and approve expenditures of all departments reporting to Director Nation Operations- Programs and Services.
Oversee the preparation of program budget, accounting, and control of fiscal matters for all departments reporting to Director Nation Operations- Programs and Services.
Administer program funds for all departments reporting to Director Nation Operations- Programs and Services.

Other Duties

Must be available and involved in handling emergencies and natural disaster duties as required by the Chief and Council.
Must be willing to live on the nation in John D’Or Prairie (housing provided).
Must provide a clear Vulnerable Sector Check.
Must have a valid Alberta Class 5 Driver’s License and reliable transportation.
Must be willing to travel for training purposes and/or meetings.
