PAYROLL & HR ADMINISTRATOR JOB POSTING
JOB DESCRIPTION:
1. GENERAL
Reporting to the Financial Controller, the Payroll & HR Administrator ensures the accurate and timely preparation, calculation, and completion of payroll for all staff members using a computerized payroll system. The Payroll and HR Administrator interprets and administers an employee benefits program, communicates with employees and benefits plan administrators, and prepares related reports, remittances, and records. Under the guidance of the Financial Controller, the incumbent works to resolve any benefit-related issues that may arise.
It is required that the incumbent have strong organizational skills and stay up to date with relevant laws and regulations. The incumbent must demonstrate good interpersonal skills, be able to maintain meticulous records and collaborate with the Human Resources Division and external service providers.
Criminal record and child abuse checks will be required of the successful candidate.
2. KEY ACCOUNTABILITIES & TYPICAL DUTIES:
Priority 1: Payroll Support
To collect, verify and process payroll information, determine pay and benefit entitlements for employees, maintain accurate payroll records, and provide payroll information to ensure accurate and timely payments to employees; all deductions; and remittances to third parties, including CRA, benefits providers, WCB, union, etc.
i. Enter and maintain accurate employee and employer payroll information, including wage or salary adjustments
ii. Process bi-weekly payroll of full-time and part-time employees:
a. Verify the accuracy of calculations such as overtime, premiums, and deductions
b. Calculate, code and process the information on hires, transfers, leaves, and terminations
c. Ensure payroll information, including time off requests and time entries, are recorded and approved promptly and accurately.
d. Prepare various payroll-related remittances, including WCB, pension, RRSP, union dues, etc.
iii. Interpret and apply the provisions of the Museum’s Collective Agreement.
iv. Review and complete various payroll forms (e.g. Record of Employment)
v. Provide guidance and training to employees on the use of Time Management, Absence Management and any other software system connected to the payroll system as well as address employee queries.
vi. Completion of year-end reporting, T4/T4A processing and distribution, and long-service pay.
vii. Prepare and enter monthly payroll journal entries.
viii. Advise supervisors in August and December concerning their direct reports’ outstanding vacation balances (Over 30 vacation days’ threshold and overtime/compensatory time not used
ix. Recommend and implement payroll system improvements
Priority 2: Pension and Group Benefits Plan Administration Support
To facilitate benefits enrollment and administrative processes in a timely and accurate manner.
i. Enroll new employees
ii. Provide support in completing benefits/pension forms as required and input all necessary information for payroll
iii. Ensure deductions are accurate and reconcile major health and dental, AD&D, accounts, etc.
iv. Liaise with our Third-Party Administrator (Johnston Group) on issues that have payroll implications
v. Ensure payroll (Payworks Software) changes are made appropriately
vi. Verify Payworks Premium Files with respect to Benefits
vii. Provide administrative support concerning pension administration
Priority 3: Administrative and Research Support
To provide administrative and research support to the Director of HR and other senior staff to effectively execute their roles.
- Provide onboarding support service to new employees by sharing information with new employees before they start work and ensuring completion of the onboarding document package on the employment start date.
- Utilize the payroll system (Payworks) to meet the varied needs of the Museum, developing reports with timely human resource information for the Management Committee, and exporting information into Excel for further report requirements.
- Process annual general wage and merit increases.
- Track employee vacation/compensatory time/sick leave accruals and entitlements and provide quarterly reports to the Management Committee.
- Maintain confidential human resource files and records, including PMP documents.
- Maintain HR databases, e.g., Staff List by Status and Staff List Annual Report
- Work with the Director of HR on off-boarding of staff on resignation, retirement or termination, including pension and benefits termination tasks.
Priority 3: Grant Application Support
To coordinate grant applications for summer positions and ensure staff members are made
aware of potential funding sources, which would also include final reporting.

MINIMUM REQUIRED QUALIFICATIONS:
1. Skills, Abilities and Knowledge
i. Thorough and current knowledge in areas of responsibility, including the principles of payroll and human resources.
ii. Demonstrated administrative and organizational skills.
iii. Ability and determination to meet deadlines and objectives.
iv. Ability to work well under pressure with a high degree of composure, accuracy and attention to detail.
v. Strong computer and database/payroll software skills.
vi. Excellent written and verbal communication and presentation skills.
2. Education, Training and Experience
i. Payroll Compliance Professional certification or willingness to complete within 18 months of starting,
ii. At least 3 years of experience in delivering administrative support services, and
iii. A minimum of three years' payroll experience using a computerized system to produce payroll, or
An equivalent combination of education and experience.
This is a full-time permanent position beginning as soon as possible. The incumbent will report to the Financial Controller. The salary range is $51,989.28 to $62,077.88 per annum depending on experience. Applications will be received until 4:30 pm on August 26, 2026.
