EMERGENCY SERVICES & SECURITY OFFICER
Reports to: Shift Supervisor
Department: Emergency Services & Security
About the role
Safety is the Core Value of Stelco and the individual will make Safety the #1 priority in the execution of all work activities, including monitoring contractor/vendor safety in support of work efforts. The Emergency Services & Security Department provides Security, Fire Inspection/ Maintenance, Pass Control, Truck Scales services and additional support to operations by providing confined space stand-by, switch board services and Medical department coverage during off shifts.
In addition, they are also the Emergency Response Team which is trained to respond and deal with the following emergencies: Fire Fighting, Confined Space Rescue, High Angle Rope Rescue, Hazmat, Auto Extrication, Elevator Rescue and Emergency Medical Services.
Your day-to-day:
KIOSK
- CONTROL ACCESS/EGRESS IN AND OUT OF THE PLANT
- Ensure only authorized individuals enter the plant.
- Verification of plant passes to ensure valid and authorized.
- Random vehicle spot checks.
- Ensure personnel entering the plant are not under the influence of drugs or alcohol.
- Provide safe direction to visitors and contractors ensuring they follow safety guidelines (proper safety equipment, avoid restricted roads, restricted areas.)
- Ensure weighable materials are directed over truck scales.
- Enforce company policies.
- Protection of individuals within the facility.
- Ensure vehicles go through radiation detectors as required.
- Provide training and aid to new employees and other members of the department to streamline tasks.
- CONTROL MOVEMENT OF MATERIALS AND ASSETS IN AND OUT OF THE PLANT
- Ensure all deliveries entering are provided appropriate documentation or signed in and directed to the correct receiving location.
- Ensure all materials leaving site are accompanied by proper paperwork for removal of materials (eg. Bill of ladings, contractor pass outs, PRA’s, cash sales slips, free issue material etc.)
- Ensure all material leaving site is correctly identified on the paperwork and any discrepancies are to be investigated.
- Delivery of trailers must have a trailer permit filled out prior to entry.
- Ensure unauthorized material and equipment does not enter site (eg. NO: one under age 16, cameras, alcohol, drugs, passengers, taxis (except to medical), pets, weapons).
- Prohibit materials from entering site which are not approved eg. Acetylene, products without MSDS or products which vendors have not been approved to use on site.
- Coil trucks, visual inspection of all coils exiting the plant to ensure correct number coils, correct coil.
- Collect paper for miscellaneous items (secondary materials) leaving site and fill out manifests, as necessary.
- Protection of company assets
- Provide training and aid to new employees and other members of the department to streamline tasks.
PATROLS
- Perform security checks and patrols – (fence line, buildings, outside property)
- Conduct investigations and prepare reports, (accidents, attempted removals, assaults, threats, speeding, time frauds, alcohol/drugs, government jobs)
- Escort of employees – termination, suspension, discipline as requested by supervisors.
- Perform locker cleanouts by request of supervisors.
- Perform surveillance.
- Enforcement of traffic regulations on site (speeding, stop sign etc) to reduce injury or damage.
- Medical pick ups
- Stores after hours – monitor and issue plant inventory to mills, as necessary.
- Provide entry into locked areas for personnel to retrieve items as not to delay production (eg. paperwork, radio, sample, schedules, drawings etc)
- Provide escorts for Drug and Alcohol testing
- Perform Drug and Alcohol testing
- Open or close gates
- Enforce requirements of MARSEC, CTPAT, PIP, Security Plan
- Patrol fence line and ensure fence has not been breached.
- Patrols and checks during off hours (weekends, nights, holidays) – check various office buildings, electrical substations, change houses and area which are of high priority to ensure no unauthorized personnel present, areas are secured, no damage eg. Leaks, floods, fire, malicious damage.
- Escort all ship personnel, deliveries and service companies to the dock area sign in and ensure all personnel attending to the dock are authorized.
- Ensure no personal vehicles are in the restricted dock area.
- Have contact with the vessels entering the dock and ensure dock visitor access manifests are received.
- Be observant to all unusual activity, report and react as necessary.
- Post notices on notice boards (safety notices, information)
- Provide training and aid to new employees and other members of the department to streamline tasks.
DISPATCH
- Monitor phone calls, including emergency line.
- Monitor Security Cameras.
- Monitor Fire Alarm computer
- Monitor door access controls and alarms.
- Monitor dispatch email address.
- Dispatch Emergency Services and Security, via radio, to the plant for requests from mills
- Dispatch Emergency Services and Security to emergency calls
- Act as command center during emergencies, providing guidance and support.
- Summon additional assistance or outside agencies during emergencies (eg. Call 911 on outside phone line)
- Notify mill supervision of ongoing emergencies and summon evacuations if required.
- Monitor the Transportation of Dangerous Goods (TDG) emergency line.
- Contact Taxi’s for transport to hospitals or residences, ensure paperwork is filled out.
- Collection of all paperwork for material entering and exiting the plant. Ensure items are tallied and forward to proper areas (eg. accounting, managers)
- Switch board for all incoming call to Stelco when receptionist is unavailable.
- Track and record confined spaces.
- Receive outside complaints from public, be courteous and direct in an efficient manner (noise, foreign substance, traffic complaints)
- Receive emergency calls from friends and family members for personnel on site and ensure they are promptly notified.
- Provide directions to carriers, vendors, visitors - regards to the location of the plant
- Provide training and aid to new employees and other members of the department to streamline tasks.
PASS CONTROL
- Ensure all pass control requirements are followed as per standard operating procedure.
- Create employee, contractor, and visitor cards.
- Ensure information is up to date and access is only given when approved and for correct duration.
- Ensure cards are turned off immediately for individuals who are barred, suspended or terminated.
- Ensure all government officials (MOE, MTO, MOL etc.) receive proper clearance and that proper areas are notified of their presence (escort to area if required)
- Provide training and aid to new employees and other members of the department to streamline tasks.
TRUCK SCALES
- Weigh commodity in and out and creating a receiving record (D365)
- Issue Bills of lading – ensure accompanying paperwork has proper authorization to remove material.
- Inbound trucks must have proper documentation to deliver. Eg. Purchase order, radiation stamps, signatures
- Create and ensure shipping documents, customs papers, dangerous goods forms are prepared and accompanying any outbound loads.
- Ensure no trucks leave the plant overloaded to travel on public roads.
- Ensure all loads leaving are secure and tarped as required.
- Ensure any trucks entering overloaded are recorded and the area to receive the delivery is notified (prevent roll over)
- Issue receiving record to drivers for signature at Mill showing proof of delivery.
- Assist accounting with fixing incorrect receiving (wrong weights or wrong UOM entered in D365)
- Ensure proper documentation for rail cars leaving the plant is filled out and it is faxed/e-mailed to proper authorities.
- Monitor and enforce company radiation policy.
- Provide training and aid to new employees and other members of the department to streamline tasks.
FIRE HALL DUTIES
- MAINTENANCE, INSPECTIONS AND TESTING OF ALL FIRE SAFETY EQUIPMENT
- Monthly and annual fire inspections of extinguishers, hose stations, housekeeping in areas, standpipes, fire pumps, fire alarm panels, sprinkler systems, hydrants, special extinguishing systems
- Maintain all emergency response equipment on site to ensure it is in good condition and tested when required (eg. fire apparatus, Haz Mat suits, rope rescue equipment, SCBA’s, breathing air samples, hydrostatic testing, filling extinguisher stations, fire hose, standpipes etc.
- Ensure testing of all sprinkler systems and fire alarm panels is conducted.
- Burning welding permits – sign off on permits as required but always in high hazard areas.
- Inspection of confined spaces to ensure rescue and retrieval is safe; provide assistance to mill personnel for safe entry.
- Directly or indirectly ensure sprinkler systems are reset so they are in service and operational in a timely fashion to protect assets.
- Control all fire hydrants and standpipes onsite; open/close.
- Conduction of annual fire hydrant testing.
- Conduct fire inspection reports
- Conduct housekeeping audits
- Documenting and filling SCBA air bottles
- Evacuation plans – schedule and evaluate all evacuation plans for mills and buildings to ensure annual drills are completed.
- Upkeep and cleaning of firehall and equipment.
- Provide training and aid to new employees and other members of the department to streamline tasks.
EMERGENCY RESPONSE
- Be prepared to respond and deal with all emergency calls; ambulance, fire, hazardous material, high angle rope rescue, confined space rescue, elevator rescue, fire alarms, sprinkler activation, auto extrication, emergency call hang ups, labor disputes, bomb threats, criminal acts, discrimination, power outage, etc.
Job Qualifications:
- College diploma or University degree. Preferably relating to Law, Security, Police Foundations or Pre-Service Firefighter NFPA 1001 (Level 1)
- Work experience in a manufacturing/industrial environment is preferred
- Security experience: access control, investigations, surveillance, and loss prevention
- Fire prevention experience: suppression, inspections and repairs of sprinkler systems, fire alarms and fire extinguishers
- Extensive safety training
- Strong and effective communication skills (written and verbal)
- Computer skills
- Mechanical background would be considered an asset
- Following areas would be considered an asset; volunteer firefighter, industrial firefighter, medical first responder, hazardous material technician, rope rescue technician (confined space/ high angle)
- Possess an Ontario Security and/or Private Investigators license an asset
- Possess a class D, F, Z license an asset
