DIRECTOR, DEVELOPMENT INVESTMENTS ROLE

Reporting to ELM’s Director, Investments, the Development Director will be accountable for the performance of our pipeline of primarily purpose-built rental developments.

You are expected to understand the full cycle of a development project from acquisition to occupancy and think like a long-term owner. You will be a development professional focused exclusively on ELM’s investments. You expected to get your hands dirty and deliver on our project pipeline, in the capacity of (1) asset manager preparing, presenting, and executing on business plans, (2) development manager entitling land, and (3) project manager collaborating with our construction team to deliver and stabilize projects on time and on budget.

KEY RESPONSIBILITIES – DEVELOPMENT & PROJECT MANAGEMENT

Direct on a day-to-day basis multidisciplinary consultant and project teams to ensure execution of business plans along full project cycle, and prepare and maintain project schedules and pro formas

Acquisitions Phase – Working with the Director, Investments to complete due diligence, investigation of existing entitlements, feasibility analysis, and determination of development potential
Development Phase – Assemble and lead consultant team from initial drawings through planning approvals, coordinating with and presenting to municipal and community stakeholders respecting OPAs, ZBAs, and SPAs, review and prepare legal municipal agreements, and obtain building permits
Construction Phase – Working closely with construction to guarantee completion as approved (including off-site improvements), maintain and forecast cash flows, monitor budgets and schedules including for municipal requirements (DCs, Permits, off-site costs, etc.), deliver cost reports and draw requests to Development Accounting
Closeout Phase – Working closely with Director, Investments on post-construction deficiencies, marketing, and sales / lease-up

KEY RESPONSIBILITIES – PERFORMANCE REPORTING

Report to senior leadership on project KPIs, e.g., milestones and timelines, financials, construction, and sales / leasing schedules

Problem-Solving – Investigating budget or timeline changes, recommending solutions for mitigating or value engineering to ensure ongoing viability
Prioritizing Pipeline – Working with Operations to communicate ongoing priorities and ensure proper allocation of time and resources for development pipeline

KEY RESPONSIBILITIES – ASSET MANAGEMENT

Create and execute on development business plans

Property Strategy – Preparing and proposing business plans for the full cycle of a development project, including budgets, cash flow models, and timelines
Leasing & Property Management – Directing third-party leasing and property managers
Performance Management– Managing the financial performance of the residential development portfolio, including tracking budgets, forecasting cash flows, and analyzing investment returns
Reporting – Working with Director, Development Accounting to proactively deliver partnership reports for investors, including quarterly and annual partner reports, and use reporting tools for ongoing project management and decision making

KEY RESPONSIBILITIES – GENERAL RESPONSIBILITIES

Collaboration – Continuously collaborating, communicating with, and supporting efforts of internal departments to ensure potential challenges or opportunities to plan, budget, schedule, etc. are proactively identified, analyzed, and addressed
Mentorship – Supporting the work of other managers, analysts, and coordinators through training, professional development, and mentorship, ensuring quality and continuous improvement of their work
Ongoing Learning – Monitoring municipal policies, market and industry trends, and overall competitive landscape to maintain cutting-edge understanding of the purpose-built rental market
Stakeholder Management – Managing relationships and consistently balancing the interests of all stakeholders (internal partners, external partners, consulting partners, municipal staff, political office holders, suppliers, trades, and customers/users)

QUALIFICATIONS

Bachelor’s degree in a related field (real estate, urban planning / geography, engineering, architecture, etc.), master’s degree (MREI, MBA) preferred
7+ years in large-scale high-rise and mid-rise residential / mixed-use real estate development, with progression into management of complex development projects, low-rise development experience an asset
Experience developing purpose-built rental projects in the Greater Toronto Area (fluent in the local planning approval regulatory / policy framework, associated municipal processes and actors, condo process, etc.)
Highly proficient in MS Office Suite, including demonstrated proficiency in Excel and Project (or other project management software)
Experienced in Jonas Premier and Bluebeam Revu
Professional Qualifications / Certifications would be an asset
Excellent people and project management skills, reporting experience, and the ability to prioritize multiple projects, relationships, tasks, and deadlines
Established relationships within the real estate industry and an ability to build rapport with diverse stakeholders, especially during challenging negotiations
