Position Overview
Reporting to the Operations Manager, the Project Manager / Civil Estimator is responsible for leading civil earthwork construction projects from initiation to completion while developing accurate, competitive estimates for project pursuits. This dual role requires a hands-on understanding of civil construction including mass excavation, grading, underground utilities, and site servicing combined with the organizational ability to manage field operations, budgets, and stakeholder relationships.
Location: Travel to project sites is required.
Hours: Project Specific – 40hr work weeks
Salary Range: $110,000 – $140,000 (Annually)

Key Responsibilities
Estimating
- Prepare detailed quantity takeoffs and cost estimates for civil earthwork scopes including excavation, grading, compaction, underground utilities, site servicing, and erosion/sediment control.
- Analyze tender documents, drawings, geotechnical reports, and specifications to develop accurate bid pricing.
- Solicit and evaluate subcontractor and supplier quotes; identify scope gaps and risks during the bid process.
- Develop project-specific unit rate databases and maintain historical cost benchmarking.
- Collaborate with the Operations Manager and Project Directors to develop bid strategies and value engineering opportunities.
- Assist in preparing and submitting proposals, RFQ/RFP responses, and prequalification packages.
- Participate in post-bid reviews and handoff meetings to transition awarded projects to execution.
Project Management
- Oversee and manage civil construction projects from initiation to completion, ensuring adherence to schedule, specifications, and budget.
- Develop and maintain construction schedules, monitoring progress and identifying risks to ensure milestones are met.
- Prepare and manage subcontracts and purchase orders, including negotiating revisions, changes, and additions with subcontractors and suppliers.
- Act as a primary point of contact for clients, engineers, and subcontractors, ensuring clear communication throughout project execution.
- Provide direction to superintendents and field crews, ensuring daily work plans are clearly communicated and executed.
- Manage resource allocation across civil earthwork operations, including equipment, manpower, and materials.
- Implement and uphold site safety programs, ensuring compliance with WorkSafeBC and applicable regulations.
- Process and track change orders, RFIs, submittals, and project correspondence.
- Monitor project financials, including cost tracking, forecasting, and variance reporting.
- Conduct regular progress meetings with field and client teams, issuing meeting minutes and tracking action items.
- Ensure all construction deficiencies and quality control items are identified and resolved efficiently.
- Provide regular project status reports to the Operations Manager.
Qualifications & Skills
- Degree or diploma in civil engineering technology, construction management, or a related field, or equivalent field experience.
- Minimum of 5 years of experience in civil earthwork construction, with at least 2 years in an estimating or project management role.
- Demonstrated experience estimating civil scopes including mass earthworks, grading, underground utilities, and site servicing.
- Strong understanding of civil construction methods, equipment productivity, and unit cost drivers.
- Proficiency in estimating software (e.g., B2W Estimate, HCSS HeavyBid, or similar) and Microsoft Office Suite.
- Solid budgeting, cost tracking, and project scheduling skills.
- Proven ability to read and interpret civil drawings, specifications, and geotechnical reports.
- Strong communication and interpersonal skills, with the ability to work effectively with clients, field teams, and subcontractors.
- Ability to manage multiple priorities under tight deadlines in a fast-paced environment.
- Experience working within or alongside Indigenous communities or on Indigenous-focused projects is an asset.
- Valid BC Class 5 driver’s license (or provincial equivalent); driver’s abstract required.

- Problem-Solving: Proactive approach to identifying and resolving field issues, scope gaps, and cost risks.
- Collaboration: Works effectively across internal teams and with external subcontractors, clients, and Indigenous stakeholders.
Conditions of Employment
- Valid BC Class 5 driver’s license (or provincial equivalent) and/or method of transportation to access project sites. Applicants will be required to provide a driver’s abstract.
