The Manager, Financial and Administrative Operations is responsible for the accurate and timely financial reporting of the Facility Services department, in compliance with Public Sector Accounting Standards (PSAS), and ensuring effective budget management. The manager provides fiscal oversight, develops and implements financial controls, supports the multi-million-dollar capital project portfolio, and leads a team of six staff members. By aligning financial operations with organizational goals, this role contributes to the overall efficiency and effectiveness of the department. The Manager participates in the Facility Services’ department’s management team and contributes to short and long-term strategic planning activities that align with Division goals and objectives.

RESPONSIBILITIES & ACTIVITIES

Manage Departmental Financial Operations (50%)

Oversee the department’s preparation of monthly, periodic, and annual financial operations to align with accounting standards and Division requirements.
Review and approve various journal entries, accounts receivable, accounts payable, job costing data, government grant required reporting, and general day-to-day accounting operations to maintain accuracy of the general ledger.
Analyze financial data to compile consolidated reports and working papers to advise internal and external stakeholders.
Develop the department’s annual budget, monitor financial performance, and provide financial information, forecasting and analysis to help guide decision-making and set strategy.
Ensure compliance with Division policies and procedures, government regulations, and Collective Agreements by performing regular analysis and review of financial data to maintain the integrity of financial reporting mechanisms.
Provide financial expertise and make recommendations to management on the development and execution of financial strategies.
Review and provide guidance on the financial reporting of the Division’s capital project portfolio.
Contribute as part of the department’s management team and provide input into short-term and long-term strategic initiatives.

Financial Controls & Department Processes (30%)

Assess the adequacy and appropriateness of internal processes and recommend improvements to comply with best practices and mitigate risk.
Perform regular analysis and review of financial data to ensure completeness and accuracy.
Continuously monitor and review operational processes to identify internal control weaknesses, develop safeguards, and implement corrective actions.
Prepare detailed analyses and ad-hoc information for presentation to relevant managers and the department’s senior leadership to contribute to issue resolution.
Participate and support the implementation of policies, procedures, and controls to address recommendations from Financial Services and external auditors.

Manage Administrative Operations (20%)

Supervise a team of six staff members while providing mentorship, leadership, advice, and training on financial requirements and processes.
Ensure administrative compliance with Division policies and procedures and Collective Agreements for the department.
Liaise with other Division departments and act as a central point of contact regarding Facility Services’ financial and administrative operations.
Ensure departmental administrative records are adequately stored and kept confidential.
Identify issues and recommend solutions as they arise.
Support the Director, Facility Services with departmental administrative matters.

KNOWLEDGE, SKILLS, & COMPETENCIES

Knowledge:

Professional accounting designation (Chartered Professional Accountant or equivalent) is required.
Bachelor’s degree in Commerce, Business Administration, or a related field.
Understanding of Public Sector Accounting Standards (PSAS) and accounting principles.
Advanced knowledge of budgeting, financial administration, forecasting, and costing theories, techniques, and processes.
Advanced knowledge of internal controls, compliance, and regular assessment and analysis
Familiarity with complex financial statements, notes, and working papers preparation.
Knowledge of human resource policies, procedures, collective agreements, and performance management practices.
Awareness of Alberta Education and Alberta Infrastructure policies, procedures, and regulations related to capital projects.
General knowledge of the Division’s operations and business and general understanding of the Division’s mission and vision in a faith-based environment
Knowledge of records management principles, the Protection of Privacy Act (POPA), and the Access to Information Act (ATIA)
Knowledge of workplace safety and awareness of Occupational Health and Safety regulations
Knowledge and alignment with the Division's administrative procedures
