The Opportunity
The Vice President, Civil will be a key operational leader within PBN Construction, reporting to the Chief Operating Officer and providing senior leadership across three core civil divisions: paving, crushing, and earthworks construction. The division managers for each of these areas will report directly to the Vice President, Civil, making this role accountable for ensuring each division is properly led, resourced, aligned, and positioned for success.
This role will bring focus, structure, and technical credibility to the civil side of the business, with particular emphasis on execution, resourcing, profitability, divisional accountability, and practical support for the leaders closest to the work.
The Vice President, Civil will work closely with the division managers, project managers, field teams, estimating, finance, and senior leadership to ensure paving, crushing, and earthworks construction are properly planned, resourced, pursued, and executed. They will keep a finger on the pulse of upcoming opportunities, understand what work should be chased, and help ensure PBN’s civil divisions are moving toward profitable, well-supported, and sustainable execution.
This role is ideal for someone who is technically strong, commercially aware, respected by field teams, and able to bring calm and confidence into complex situations. They will be the kind of leader who can see the grey, make practical decisions, and help teams move forward without getting stuck in the weeds.
Key Responsibilities
As the Vice President, Civil, you will work collaboratively and are responsible for:
1. Divisional Leadership Across Civil Operations
- Provide senior leadership across PBN’s three core civil divisions: paving, crushing, and earthworks construction.
- Lead, support, and hold accountable the division managers responsible for each area.
- Ensure each division has the leadership, structure, resources, and operational focus required to execute safely, profitably, and consistently.
- Support the COO in creating a more structured and effective operational model across civil operations.
- Bring clarity to divisional priorities, performance expectations, communication rhythms, and decision-making pathways.
- Ensure paving, crushing, and earthworks construction are aligned with PBN’s broader operational, financial, and strategic goals.
2. Civil Operations Execution
- Bring technical and practical leadership to PBN’s civil construction activities, with a strong understanding of field execution and the realities of getting work done.
- Support division managers and project leaders in solving problems, improving execution, and making sound operational decisions.
- Ensure civil operations are planned, coordinated, and delivered in alignment with safety, quality, schedule, and profitability expectations.
- Step in to support project or divisional needs during periods of transition, resourcing gaps, or operational pressure.
- Help reduce recurring operational issues by strengthening planning, communication, accountability, and execution discipline.
3. Technical Execution & Field Support
- Bring practical, hands-on understanding of how civil construction work gets executed in the field.
- Support teams in determining the right approach, equipment, sequencing, resourcing, and execution strategy for civil work.
- Provide technical guidance across paving, crushing, earthworks, and related civil scopes, ensuring decisions are grounded in real-world construction experience.
- Act as a credible resource for division managers and field teams, helping remove barriers and resolve operational challenges.
- Ensure the organization has the technical leadership required to improve project performance and strengthen divisional outcomes.
- Support a culture where leaders do not simply identify problems, but help solve them.
4. Resourcing, Planning & Accountability
- Ensure paving, crushing, and earthworks teams are properly resourced to deliver work safely, effectively, and without unnecessary burnout.
- Work with the COO and senior leadership team to identify talent gaps, project resourcing needs, equipment needs, and operational risks.
- Build clear business cases for people, equipment, infrastructure, and operational investments that support project delivery and divisional performance.
- Create greater accountability and clarity across the civil divisions, ensuring leaders understand expectations, priorities, and decision-making authority.
- Support division managers in strengthening planning, reporting, communication, and execution discipline.
- Help build an environment where teams are supported, expectations are clear, and success is not dependent on heroic effort just to get across the finish line.
5. Business Acumen & Opportunity Development
- Keep a strong pulse on upcoming civil opportunities, bid activity, market movement, and client needs across paving, crushing, and earthworks construction.
- Help determine which opportunities PBN should pursue and how each division can execute them profitably.
- Work collaboratively with estimating, finance, and senior leadership to assess project viability, execution risk, and operational capacity.
- Support business development efforts by bringing technical credibility, market awareness, and practical judgment to opportunity discussions.
- Drive civil divisions toward profitable work, stronger margins, and improved divisional performance.
- Balance growth with operational reality, ensuring the organization pursues work it can resource, execute, and deliver well.
6. Leadership, Collaboration & Organizational Influence
- Serve as a senior operational voice within PBN, contributing to leadership discussions with professionalism, credibility, and practical insight.
- Collaborate closely with the COO, CEO, CFO, HR, estimating, division managers, and operational leaders to align civil operations with broader organizational priorities.
- Represent PBN professionally with clients, partners, community stakeholders, and industry contacts.
- Build trust with field teams by being visible, approachable, knowledgeable, and solutions-oriented.
- Bring steadiness into a fast-moving environment and help create confidence during periods of change.
- Lead in a way that reinforces teamwork, accountability, respect, and shared ownership.
Qualifications
As the Vice President, Civil, you will bring a strong blend of technical civil construction expertise, operational leadership, and practical business judgment.15+ years of progressive leadership experience in construction, heavy civil, industrial, or related sectors
Required Experience & Technical Qualifications
- Civil construction background is required, supported by one of the following:
- A degree in Civil Engineering, with professional designation considered a strong asset; or
- A Civil Engineering Technology diploma or equivalent civil technology background, supported by significant progressive field and leadership experience.
- 10+ years of progressive experience in civil construction, heavy civil, earthworks, paving, crushing, infrastructure, industrial construction, or related environments.
- Proven experience leading civil construction teams, divisions, major scopes of work, or complex projects.
- Strong technical and practical understanding of how civil work is planned, resourced, executed, and delivered in the field.
- Experience leading through other leaders, including division managers, project managers, superintendents, or senior field operations teams.
- Demonstrated ability to support and strengthen operations across multiple civil divisions, ideally including earthworks, paving, crushing, or similar scopes.
- Strong understanding of project execution, equipment utilization, field productivity, sequencing, scheduling, safety, quality, and cost control.
- Experience working closely with estimating, finance, HR, field operations, and executive leadership to support safe, profitable, and consistent execution.
- Strong business acumen with the ability to connect operational decisions to financial performance, project profitability, and divisional results.
- Experience identifying and assessing civil construction opportunities, including bid activity, market movement, operational capacity, and execution risk.
- Ability to build practical business cases for people, equipment, infrastructure, and operational investments.
- Comfortable working in a growing, fast-moving organization where priorities can shift quickly and leaders need to make sound decisions in real time.
