Full job description

The Working Foreperson is responsible for leading and executing day-to-day field construction activities on infrastructure projects involving sewer, watermain, road, and utility installations. This role combines hands-on work with frontline crew leadership, ensuring tasks are completed safely, efficiently, and in accordance with drawings, specifications, and company standards.

As a key field leader, the Working Foreperson organizes crew tasks, monitors workmanship, supports site logistics, and ensures adherence to Sierra’s safety, quality, and productivity requirements. The role requires strong technical knowledge, effective communication, and the ability to lead by example in a unionized construction environment.

Key Responsibilities:

Lead, coordinate, and work alongside field crews performing underground and civil infrastructure work.
Assign daily tasks, ensure clarity of responsibilities, and verify the crew has the tools, materials, and equipment required for success.
Communicate daily plans, priorities, and changes as directed by the Superintendent.
Promote a positive, productive, and respectful team environment.
Actively participate in construction activities, including pipe installation, road reconstruction, excavation support, grading, concrete works, and utility installations.
Operate small tools and equipment as required.
Support layout, measurement, and installation tasks with a strong attention to detail.
Lead crew compliance with OHSA, Book 7, Sierra safety policies, and site-specific safe work procedures.
Conduct and participate in toolbox talks, hazard assessments, and daily safety reviews.
Identify unsafe conditions or behaviours and take prompt corrective action.
Ensure proper use of PPE and safe operation of tools and equipment.
Review drawings, specifications, and instructions to ensure accurate installation and field execution.
Inspect work during and after installation to confirm compliance with DGSSMS, municipal standards, and project requirements.
Identify and report issues affecting workmanship, alignment, elevation, or specification compliance to the Superintendent.
Support the Superintendent in planning daily and weekly work tasks from a field execution perspective.
Monitor crew productivity; anticipate obstacles and provide input on sequencing and method improvements.
Ensure efficient use of labour, equipment, and materials to meet schedule targets.
Track progress and communicate challenges promptly.
Verify equipment is used safely, correctly, and efficiently by crew members.
Ensure materials are placed, stored, and used according to project needs.
Communicate equipment requirements or deficiencies to the Superintendent.
Maintain accurate daily information related to crew labour, equipment, and progress as directed by the Superintendent.
Report unforeseen site conditions, conflicts, or delays promptly.
Assist with redlines, measurements, and as-built information as required.
Communicate professionally with inspectors, utility representatives, subcontractors, and visitors to the site.
Maintain a respectful and cooperative working relationship with other crews, trades, and project partners.
Uphold Sierra’s reputation through conduct and workmanship.
Provide on-the-job coaching for crew members to support skill growth and safe work habits.
Encourage teamwork, punctuality, and accountability within the crew.
Support the Superintendent in identifying training needs or performance issues.
Adhere to all company policies and procedures
Perform any other duties that may be assigned, whether specifically or generally related to the role

Required Knowledge and Experience:

5–10 years of experience in civil/infrastructure construction including underground utilities, roadwork, or municipal servicing.
Previous experience as a lead hand, senior crew member, or acting foreperson preferred.
Strong technical knowledge of sewer, watermain, and civil construction methods.
Ability to read and interpret construction drawings, grades, and specifications.
Proven leadership skills with the ability to motivate and guide crew members.
Solid understanding of OHSA, Book 7, and municipal standards.
Ability to operate small tools and equipment; familiarity with heavy equipment operations an asset.
Strong communication and problem-solving abilities.
Valid Ontario driver’s license and reliable transportation.
