The Opportunity

The Operations Department is comprised of three Branches: Administration, Parks and Forestry Operations, and Roads, Fleet and Technical Operations. Key responsibilities include the operation and maintenance of the City’s public works infrastructure and systems including roadways; rail, winter maintenance; parks and green spaces, including forestry; and maintenance of the corporation’s fleet of vehicles and equipment.

Under the general guidance and direction of the Supervisor of Technical, Stormwater and Rail Operations, the Senior Operations Technologist is responsible for providing program, project, and technical operations support for the Roads, Stormwater, and Rail Operations Branch. Specifically, this position develops, coordinates, organizes, and/or leads various operational, maintenance, and/or repair projects and/or programs, which involves developing contracts and administering contracted services for the City's road, stormwater, wastewater collection, and railway infrastructure, assets, programs and/or services. Additionally, this position assists the Supervisor of Technical, Stormwater, and Rail Operations by leading the coordination, development, and preparation of reports regarding various Branch data to comply with annual performance measures and reporting requirements. Furthermore, this position conducts research and/or site visits to monitor, inspect, and document operating performance; reviews, analyzes, evaluates, and prepares reports on gathered operating performance data; and develops operational or maintenance programs, standard operating procedures, and/or process improvements while ensuring compliance with applicable legislation, regulations, standards, policies, procedures, and by-laws. Lastly, this position collects, reviews, and analyzes data, information, and/or documentation to provide technical advice, guidance, interpretations, explanations, and/or comments regarding impacts on the City's road, stormwater, wastewater collection, and railway infrastructure, assets, programs, and/or services. Overall, this position plays an integral role in preserving and enhancing the City of Barrie's road, stormwater, wastewater collection, and railway infrastructure, assets, programs, and services to ensure the City of Barrie maintains a safe, clean and suitable evironment for its residents and visitors.

Education (degree/diploma/certifications)

Three (3) year College Diploma in Civil Engineering Technology, Environmental Engineering Technology, or related discipline
Eligibility for and willingness to obtain Wastewater Collection Operator-in-Training (OIT) Licence from the Ontario Ministry of the Environment and Climate Change (MOECC) acquired within 1 Year
Eligibility for and willingness to obtain Certified Engineering Technologist (C.E.T.) Designation from the Ontario Association of Certified Engineering Technicians and Technologists (OACETT) acquired within 2 years

Knowledge/Skill/Ability

General knowledge of the following legislation, regulations, or requirements: Drainage Act; Electrical Safety Authority (ESA); Environmental Protection Act; Commercial Vehicle Operator’s Registration (CVOR); Ontario Water Resources Act; Railway Safety Act; Sanitary Sewage Collection System Policies and Design Guidelines (MOECC); Storm Drainage and Storm Water Management Policies and Design Guidelines (MOECC); Transportation of Dangerous Goods Act
Working knowledge of the following legislation, regulations, or requirements: Department of Fisheries and Oceans Act; Environmental Compliance Approvals; Highway Traffic Act; Ontario Traffic Manual – Book 7 – Temporary Conditions; Lake Simcoe Protection Act; Municipal Act - Minimum Maintenance Standards (MMS); Occupational Health and Safety Act
General knowledge of the following principles and standards: Asset management principles and process re-design principles; Budget and finance concepts for the administration of contracts; Procurement principles and practices in a public sector environment; Project management principles and practices
Working knowledge of the following principles and standards: municipal infrastructure and public works operations, including the design and construction of municipal infrastructure
Demonstrated Ability to:

Intermediate computer literacy using the following systems and software: Microsoft Office Suite (Excel, PowerPoint, Outlook and Word)

Conditions of Employment

Valid Ontario Class “G” Driver’s Licence in good standing
Satisfactory Criminal Record Check*

Other Important Information

Location: Operations Centre, 165 Ferndale Drive North, Barrie, ON*

Please note that the City has a Hybrid Work Program Policy in place that may allow a hybrid work arrangement of one (1) remote day per week for employees who meet eligibility requirements

Hours: The normal hours of work are 40 hours per week in accordance with the Collective Agreement

Wage: This position is within the CUPE Local 2380 Bargaining Unit with the following pay level and 2026 pay range:

- Pay Level: Level 9
- Yearly Salary: $93,912.00 to $112,444.80
- Hourly Pay Rate: $45.15 to $54.06
