Full job description

We’re looking for a Human Resources Manager for our client, Vancouver Society of Children’s Centres (VSOCC), who are a leader in the childcare sector and have a strong reputation for quality programming and state-of-the-art environments. They have strong community and government partnerships and poised for growth. Located in downtown Vancouver, this role allows for work flexibility. The successful candidate must be able to complete a clear criminal record check.

The Vancouver Society of Children’s Centres (VSOCC) has been serving families with young children since 1995, building a vibrant and supportive community. Today, they operate 33 programs across 15 locations, supporting more than 775 families.

Reporting to the Chief Executive Officer, the Manager, Human Resources plays a key role in shaping and advancing VSOCC’s people strategy, with the potential to grow into an executive team position. This role leads a broad range of HR functions, including recruitment and retention, succession planning, employee and union relations, training and development, performance management, employee engagement and well-being, and health and safety. The position also drives organizational development initiatives, legislative compliance, HRIS oversight, and continuous improvement through analytics and process enhancements.

Working closely with leaders and staff across the organization, the Human Resources Manager supports the effective delivery of HR programs and fosters a positive, collaborative workplace culture. This role oversees a Human Resources Associate and a Casual Coordinator.

Human Resources Manager Responsibilities:

Talent Acquisition

Develops strategies for efficient, effective and progressive recruitment, selection and retention of staff in conjunction with hiring managers
Develops and manages an employee orientation and electronic onboarding program

Employee Relations

Provides support, counsel and advisory to managers in all areas of human resources including recruitment, employee relations, health & wellness benefits, training and development, performance management, succession planning and employee health and safety
Supports development, implementation and monitoring of the performance management process including: coaching managers through progressive discipline, performance improvement planning and performance reviews
Oversees employee engagement through internal surveys, exit interviews, evaluations and tracking of turnover rates
Conducts investigative interviews to examine cases of policy violations/complaints/incidents, providing recommendations to Senior Management
Works in partnership with legal counsel to oversee and resolve involuntary terminations, grievances, and mediation/arbitration proceedings
Acts as a resource and referral for employees on day-to-day HR related programs, practices and issues

Labour Relations

Acts as liaison with the union staff representative. Schedules and leads the Labour Management Committee, coordinates and distributes agenda and minutes.
Participates in the collective bargaining process.
Administers and supports the grievance process, including investigation, documentation, and resolution in accordance with the collective agreement

Succession Planning

Provides leadership in succession planning and workforce planning, and develops, implements, and administers talent management strategies that foster the growth of emerging staff and support a high-performance workforce aligned with organizational goals.
Collaborates with managers to identify, develop, and implement internal training initiatives that support supervisor and management professional development.
Provides leadership in the management of professional development plans, ensuring the right employee base with the skills, knowledge and competencies to meet organization’s goals

HR Operations and Compliance

Participates in the development and implementation of HR strategies and initiatives aligned with the organization’s strategic plan
Leads the planning and delivery of the health and wellness program and coordinates the annual benefits renewal process
Manages HRIS systems, policies, and procedures, collaborating with external consultants to support system optimization and administration; ensures data integrity and produces regular and ad hoc reports for managers and the senior leadership team.
Assists in the development, management and maintenance of HR policy and procedure manuals and systems
Ensures compliance with Privacy legislation regarding HR related files, and documentation
Performs other related duties as required.

The successful candidate has:

Effective communication skills with the ability to build strong relationships at all levels across the organization.
The ability to work well under pressure. Balance multiple priorities while keeping calm in a fast-paced environment where things can change quickly.
A strong knowledge of Human Resource processes and best practices
A proven track record in full cycle recruitment
Experience effectively supporting a diverse management team
An ability to exercise initiative and independent, sound judgement
Superior verbal and written communication skills
Excellent interpersonal and facilitation skills
High degree of integrity, ability to maintain and exercise utmost confidentiality and discretion
Ability to gather and analyze information skillfully, identify issues and resolve problems

Qualifications:

A Bachelor’s degree or Diploma in Human Resources
CPHR designation is an asset
Experience with ADP is an asset
Broad knowledge of Human Resources with minimum 5+ years of experience in a generalist role (i.e. HR Generalist, HR Manager, HR Business Partner)
Previous experience working in a unionized environment, labour relations, union negotiations is an asset
Knowledge of BC Employment Standards legislation, Human Rights legislation, Workers Compensation Act and all other relevant legislation
Proficient in Microsoft Office products and HRIS (preferably ADP Workforce Now)

Compensation and benefits:

The discussed salary range is $85,000 – $95,000, depending on experience
Candidates with additional experience and higher compensation expectations may also be considered
