Kennedy House (KH) is a not-for-profit organization with a long-standing dedication to providing exceptional personalized care for youth in the Greater Toronto Area for over 50 years. KH started with an initial family-like group home in 1971 and currently operates several residential and community-based programs, for marginalized and at-risk youth, including:
- One residential home for young people in care;
- Three homes for youth and young adults living with developmental disabilities;
- A Day Treatment school program for youth struggling in the typical school setting;
- Kennedy House Youth Centre, a secure custody facility for male youth experiencing conflict with the law;
- Bailiff services to safely and securely transport youth experiencing conflict with the law;
- Kennedy House After School Program for children aged 4-13 in underserved communities throughout Scarborough; and
- Kennedy House Youth Shelter, for youth aged 16-24 experiencing homelessness.

SUMMARY
The Senior Manager, Youth Justice Services is responsible for ensuring the effective delivery of programs that support the rehabilitation of young persons in conflict with the law and assist them in realizing their full potential. In addition, the incumbent will ensure Court Orders are compiled, case management process is being carried out for all young persons, and that each young person’s rights are protected and responsibilities are understood.
The Senior Manager, Youth Justice Services is required to maintain a high degree of independent decision-making and program administration. This position is a member of the Senior Management team and participates in the planning of Agency services.
The yearly salary for this role is $78,000.

KEY RESPONSIBILITIES
Administration
· Provides quality assurance of the program and all systems under his or her mandate.
· Manages the day-to-day operation, operational planning, coordination and strategic direction of the program
· Responsible for functioning as the Provincial Director for Secure Detention of the facility. Ensures all functions performed as the Provincial Director regarding intakes, transfers, etc. of secure detention youths meet the standards outlined in the YCJA and the Youth Justice Services Manual.
· Plans, co-ordinates, directs and evaluates the operations of the facility in support of compliance with relevant legislation such as the Child Youth and Family Services Act and the YCJA.
· Responsible for maintaining positive public relations with outside resources including the School Boards, social services and facilities and the Ministry of Children Community, Social Services.
· As part of the facility senior management team, participates in the review, formulation and implementation of standards, policies, procedures and operational plans. Works with the Executive Director to contribute to organizational change by establishing a strong, adaptive culture where programs and operations are administered and delivered in an integrated and coordinated manner, and corporate principles and values are effectively communicated, modeled, and shared with clients and staff.
· Responsible for ensuring that proper budget and purchasing information is conveyed to the appropriate personnel and that these budget expenditures are monitored to ensure proper distribution.
· Responsible for the monitoring of Ministry licensing requirements.
· Represents the facility with groups that include contacts with Ombudsman representatives, WSIB officials, health and safety representatives, union representatives, the judiciary, police, young persons, employees and/or families to conduct negotiations, build coalitions, and to provide policy, standards and legislative interpretation and application in unusual situations.
· Responsible for undertaking special projects and tasks as assigned by the Executive Director.
· Plans, co-ordinates, directs and evaluates the human resources of the facility including overall management of grievances, WSIB, attendance support, performance management, staff recruitment and training, employee assistance, employment equity, Occupational Health and Safety Committee activities ensuring compliance with legislation, Ministry policies and procedures, and the local operational plan; taking remedial action as required and recommending procedural, staffing or other changes, as necessary; implementing performance frameworks for the facility and ensuring that Youth Justice Services Principles adhered to.
· Ensures day-to-day functioning of the school and other services delivered by external service providers is consistent with the terms of the applicable contracts.
· Ensures that all administrative systems are operating at an acceptable level, for example, petty cash, time sheets, etc.
· Attends all meetings as required (internal and externally) to manage the program.
· Participates or coordinates facility contingency planning in the event of escape, disturbance, job action, fire, evacuation, serious injury, death or other emergency. Regular review and updating of the Continuity of Operations Plan, including acting as facility liaison with fire/police/municipal officials and agencies as required.
· Develops in conjunction with the Social Worker and Clinical Manager, new programs and systems to meet the growing needs of the program.
· Assumes responsibility for the administration and operation of the facility during after hours and weekends (during rotational on-call periods) with full-delegated decision-making authority.
· Ensure that the facility and security equipment are properly functioning to keep staff safe
Program
· Assumes responsibility for the administration and operation of the facility during after-hours and weekends (during rotational on-call periods) and is available on an informal basis at all times in a consultative and supportive role for decision making.
· Provides crisis response to the facility when required either directly or by phone.
· The Superintendent is responsible for ensuring all systems of the facility are operational as well as ensuring all client needs are met.
· Attends all General Staff meetings and attends Unit Staff meetings as required to optimize team functioning and ensure program needs are being met.
· Serves as a mandated part of the formal grievance procedure for all clients.
· Directs and evaluates the youth’s programs and treatment, ensuring consistency with the Case Management Reintegration Plan and established best practices for effective program delivery
· Ensures that a “hands-on” approach is taken to optimize program needs.
· Provides liaison and represents the facility with individuals/groups that include: youths families, the public, emergency services, the judiciary, lawyers, child welfare organizations, school boards, health care professionals, volunteer organizations, the office of the Ombudsman, the Custody Review Board, interfaith groups, cultural agencies, regarding young person’s custody and program delivery situations.
· Ensures that the physical plant is kept up to standard by physically checking the facility on a regular basis.
· Supporting the planning, implementation, co-ordination, evaluation, and administration of programs, supporting case management, ensuring adherence to legal requirements and Ministry Service Principles. As a member of the senior management team, participate in the review, formulation and implementation of standards, policies, procedures and operational plans. Position ensures consistency with ministry policies, procedures and standards, compliance with legislative authorities and adherence to the local operational plans to support the care, custody and accommodation of young persons and safety of the community.
· Responsible in interpreting legislation, policies and procedures related to the care and custody of young persons in conflict with the law; in deciding plans of action to ensure compliance with legislation such as the Youth Criminal Justice Act, the Child Youth and Family Services Act, the Criminal Code and Ministry policies and procedures; in determining internal procedures to deal with the youth justice/security/programming needs of the facility, the surrounding community and the provision of emergency response or crisis management; and integration of secure custody/detention requirements, significant young person’s treatment/rehabilitation programming and young person’s work placement activities, in determining best use of fiscal resources to accomplish ministry and facility objectives while maintaining facility security parameters
Personnel
· Identifying training needs of the program staff and acts as a resource person to the agency training program.
· Monitoring and taking ownership of all scheduling matters to ensure optimal coverage for the program.
· Monitoring of staff records to ensure their completion.
· Serving as a mandated part of the grievance procedure for all staff
· Assistance in the development of good employee relations.
· Responsible for the direct and indirect supervision of full time and part time Youth Workers, Program Co-ordinator, Program Supervisors, Social Worker, Cooks, Bailiff Escort team, Maintenance and Volunteers, in addition to the overall administration of the facility on a rotational on-call basis. Has managerial authority and decision-making capacity regarding labour relations matters, including hiring, performance management and development, succession planning, workplace accommodation, recommending merit increases and providing a work environment that promotes continuous learning as well as WSIB claims management, attendance management, employee assistance, employee recognition, and other personnel related programs.
· Ensuring all staff is familiar with the laws that govern young persons and that they obey these laws as well as the agency policies and procedures of the facility at all times.
· Monitoring staff and addressing any performance issues and scheduling training sessions where required.
· Ensuring facility safety and security procedures are observed at all times, and that staff, young persons, and visitors remain protected.
· Conducting investigations into any reports of inappropriate behavior or misconduct and taking disciplinary action.
· Running emergency drills and ensuring all staff and inmates are well-versed on what to do during an emergency.
· Making sure all required resources are available to all staff and young persons

QUALIFICATIONS AND SKILLS
· University Degree and/or College Diploma in criminal justice studies or related discipline
· Five to seven years of experience in a managerial or supervisory role in a correctional facility or any equivalent combination of education and experience which provides the skills knowledge and ability necessary to perform the tasks
· A strong understanding of Youth Criminal Justice Act, the Child Youth and Family Services Act, the Criminal Code and Ministry of Community Safety and Correctional Services policies and procedures
· Current certification in CPR and First Aid are mandatory
· Current certification in Nomviolent Crisis Intervention (CPI training) is mandatory
· Valid Class G Driver’s License
· Clear Police Check and Vulnerable Sector Search must be maintained
· Broad awareness of other cultures, values, identities and perspectives with a demonstrated ability and interest in working with and for diverse populations
· Experience in a government not-for-profit agency preferred.

WORK CONDITIONS
· Majority of work performed in an office environment but may be required to travel to different Program locations within the east GTA
· Assume 2nd on-call responsibilities on a rotational basis.

Pay: $78,000.00 per year
