Project Manager / Estimator – Civil Construction
Location: Victoria, British Columbia

Salary: $120,000 – $140,000 per year + performance-based bonus opportunities
Position Overview
We are accepting applications for an experienced and motivated Project Manager/Estimator to join our civil construction team. The successful candidate will be responsible for managing the full lifecycle of civil construction projects, including estimating, tender preparation, project planning, budgeting, scheduling, cost control, and project execution.
This role requires a strong understanding of civil construction practices, including earthworks, underground utilities, roadworks, and site development. The ideal candidate will be capable of managing multiple projects simultaneously while maintaining high standards of safety, quality, and financial performance.
The successful applicant will work closely with clients, consultants, subcontractors, suppliers, and field personnel to ensure projects are delivered on time and within budget. We are looking for a professional who demonstrates strong leadership, practical problem-solving abilities, attention to detail, and excellent interpersonal and communication skills, with the ability to build and maintain productive working relationships with project stakeholders.

Key Responsibilities
Estimating & Pre-Construction
- Review tender documents, drawings, specifications, contracts, and project requirements.
- Prepare detailed quantity take-offs and cost estimates.
- Evaluate, and negotiate subcontractor and supplier quotations.
- Develop competitive tender submissions and proposal packages.
- Identify project risks, opportunities, and value-engineering solutions.
- Prepare project budgets, schedules, and bid summaries.
- Participate in client meetings, site visits, and pre-bid conferences.
Project Management
- Manage multiple civil construction projects from award through completion.
- Develop and maintain project schedules, budgets, forecasts, and work plans.
- Coordinate project resources, subcontractors, suppliers, and field personnel.
- Monitor project performance, productivity, and financial results.
- Manage change orders, contract administration, RFIs, submittals, and project documentation.
- Ensure projects are delivered safely, on schedule, within budget, and to company quality standards.
- Conduct regular project reviews and reporting to senior management.
Client & Stakeholder Relations
- Build and maintain strong relationships with clients, consultants, municipalities, developers, and industry partners.
- Serve as the primary point of contact throughout project delivery.
- Identify and pursue opportunities for repeat business and future work.
Financial Management
- Prepare and monitor project cost reports and forecasts.
- Review project progress billings and payment applications.
- Manage project cash flow, profitability, and cost control measures.
- Assist with strategic planning and operational improvements.
Qualifications Required
- Experience in civil construction estimating and project management.
- Strong background in earthworks, excavation, underground utilities, roadworks, infrastructure, or site development projects.
- Proven experience managing projects from tender award through closeout.
- Strong understanding of construction drawings, specifications, contracts, and project scheduling.
- Excellent knowledge of construction means, methods, and productivity rates.
- Strong communication, negotiation, leadership, and organizational skills.
Preferred
- Diploma or Degree in Civil Engineering, Construction Management, or a related field.
