Halifax Regional Municipality is inviting applications for the temporary full-time position of Learning & Development (L&D) Generalist in the Talent Development division of Human Resources. The Learning and Development Generalist maintains the learning infrastructure and supports the mechanisms necessary to build, grow and sustain a learning culture.
They are a key element for ensuring that HRM’s mandatory training requirements are met, and that training is developed and delivered following the organizational standards. They maintain accurate, up‑to‑date training records and reports and spotlight opportunities for continuous improvement.
KEY RESPONSIBILITIES-
Collaborates with Learning and Development Specialists to create solutions that meet needs of business unit partners grounded in respect and integrity.

Develops and delivers instructor-led, self-paced and blended training that aligns with corporate priorities and policies, while demonstrating a commitment to diversity, inclusion and sustainability. Supports the application of the adult learning principles for the development, implementation and evaluation of training programs, materials and resources.

Maintains relationships with subject‑matter‑expert to keep content relevant, accurate and responsive to emerging organizational needs.

Prepares and analyzes Corporate Training data for proper tracking, evaluation and reporting of training completions, surveys and feedback.

Records and reports on the status of training related projects, issues and risks.

Maintains and updates the corporate course catalogue.

Prepares the annual training plan in partnership with different key partners.

Administers the Learning & Development Policy in relation to the Education Reimbursement Program.

Prepares reports related to training records, learning and development program participation and costs.

Supports the configuration, implementation, and ongoing administration of the corporate Learning Management System (SAP SuccessFactors).

Uploads, updates, and maintains courses, learning content, and class offerings within the LMS, keeping training records accurate and current.

Administers class scheduling and enrolment in the LMS, and partners with facilitators and business units to set up and schedule their sessions.
QUALIFICATIONS:
Education & Experience:-
Certificate/Diploma Program in Adult Education or related learning and development programs.

Minimum of three (3) years of experience in a training and development role.

Minimum of one (1) year experience developing self-paced training.

Completion of HRM's Aspiring Leaders Program will be considered an asset.
Technical/Job Specific Knowledge and Abilities-
Experienced and knowledgeable in adult education principles and practices related to the design and delivery of learning programs/courses.

Demonstrated experience in design and development of eLearning courseware (Articulate & Captivate)

Experience with SuccessFactors (Employee Central, LMS, Onboarding & Recruiting) and SAP ECC considered an asset.

Experience in designing, developing, and facilitating training across all mediums.

Experience with Learning Management Systems (LMS).

WORK STATUS: Full-time - Temporary Up to 15 months.
SALARY: NU5 $67,498 - $87,355. Salary will be determined based on relevant experience and qualifications related to the specified pay band and job. Placement above the midpoint of the pay band is typically reserved for candidates who significantly exceed the minimum qualifications, such as those with exceptional experience, specialized skills, or demonstrated achievements relevant to the role. This ensures fair and consistent compensation practices across the organization.
HOURS OF WORK: 8:30am - 4:30pm, Monday to Friday; 35 hours per week.
Flex options to work outside of these hours and remotely may be available.
WORK LOCATION: 8th floor, Purdy’s Wharf Tower II (1969 Upper Water Street, Halifax, NS, B3J 3R7).
