Job Purpose

Reporting to the Director, Corporate Property Services, the Manager, Facilities Services is responsible for providing initial Tier 1 maintenance services for all MBLL locations in Manitoba within their assigned area while maintaining alignment with the overall vision and strategic plan of Manitoba Liquor and Lotteries. The position ensures the operation of all MBLL facilities are maintained through effective and efficient maintenance of physical building assets.

Job Responsibilities

Oversee the operations and general maintenance of MBLL facilities, including initial investigations and Tier 1 support into heating, ventilation, cooling, electrical, mechanical, lighting, life safety systems, grounds, and parking areas.
Manage facility processes including receiving, prioritizing and managing work; customer service; service delivery and evaluations.
Monitor lease agreements and ensure MBLL is compliant.
Maintain knowledge of current regulations and industry best practices.
Measure group effectiveness and efficiency of service delivery and programs to internal and external customers through benchmarking.
Develop and communicate action plans to address departmental deficiencies.
Respond to emergencies and implement mitigating actions to minimize business interruption and revenue loss.
Improve sustainability and safety through recycling, energy efficiencies, new technology, safety procedures, etc.
Monitor the Computerized Maintenance Management System (CMMS) for Tier 1 service requests, work orders, and inventory control.
Oversee the implementation, use, evaluation, and disposal of a wide variety of technical and non-technical products and equipment.
Monitor tool, equipment, and consumable inventories.
Assist with the implementation of the Trades Employment Initiative or similar programs.
Review and approve invoices for payment, service requests, and related maintenance documents.
Determine cost effectiveness and requirement for in-house versus contracted services.
Participate in the development and implementation of department initiatives and strategies for cost savings, process improvements, and best practice approaches to improve processes and efficiencies.
Develop, plan, and implement program policies, procedures, standards, and guidelines and ensure adherence within and outside department.
Oversee and administer the day-to-day activities of contractors of various services as required.
Administer facility contracts. Provide direction, enforce standards, and ensure MBLL receives proper value as per the terms of all contracts. Review all invoices and provide recommendations for future contract changes.
Provide leadership through solid people management practices.
Recruit, manage, coach, and evaluate the performance of employees.
Ensure that department employees provide excellent customer service.
Provide training, guidance, and direction. Ensure positive morale and motivation of employees. Resolve problems and issues, and provide conflict resolution in a sensitive, confidential, and professional manner.
Determine, where required, staff discipline/corrective action within established policies/related documentation.
Ensure all applicable compliance, regulations, policies, procedures, practices, and Environmental, Social and Governance commitments are understood, supported and adhered to by all employees.
Carry out all required duties and responsibilities of a supervisor of workers, as outlined under provincial safety and health legislation.
Participate in preparing annual budgets in accordance with long term program goals and required expenditures and monitor financial performance to ensure expenditures follow budget forecasts.
Manage and control program budgets and approve expenditure requests for the department as per the Delegation of Financial Authorities.
Identify cost savings and efficiencies to mitigate maintenance cost increases.
Participate in developing, writing, and presenting the annual business plan with a multi-year focus. Prepare financial reports. Participate in monitoring goals for business plans and status reports.
Assist in the development and writing of strategies for the Corporate Property Services department.
Participate in the research, drafting, and implementation of various Corporate Property Services capital and operating initiatives.
Work collaboratively with the Procurement department in the research and sourcing of a variety of products and services. Prepare specifications for RFP process.
Develop annual and long-term Requests for Purchase.
Participate in project scopes, cost estimates, resource planning, and allocation.
Develop business cases justifying capital and operating projects.
Maintain Purchase Orders, review and approve all staff P-card transactions, and purchase products and services with P-Card.
Establish and maintain positive working relationships with all internal and external customers.
Maintain a visible presence to staff, model effective approaches and communications in the area of customer service and staff relations.
Communicate with stakeholders requesting or supplying information. Share knowledge and expertise within and outside of the department.
Work collaboratively to ensure consistency and standardization of department requirements.
Present issues, solutions, proposals, and ideas to various levels of management.
Liaise and network with external customers, organizations, suppliers, regulatory agencies, industry experts, and contractors.
Promote services offered by the department to internal stakeholders. Consult with departments regarding required/future maintenance issues.
Other related duties as assigned.

Primary Qualifications

Post-secondary education in management or a related discipline, with an emphasis on Facility Management.
A Building Owners Management Institute (BOMI) designation – Facility Management Administrator or equivalent.
A minimum of five (5) years progressive management experience in a Facility Management environment.
Experience and proficiency in Microsoft 365 (Word, Excel, PowerPoint, Teams and Outlook) and Computerized Maintenance Management Systems.
Excellent communication and interpersonal skills are required.
Specific training in human resource management and financial management.
Continuous upgrading and learning to remain current in profession.
Demonstrated management experience with the ability to analyze and solve problems independently using good judgment, strong leadership and organizational skills, adoption of best practices, strong initiative and ability as a self-starter, excellent human resource management and labour relations skills, and planning and managing budgets is required.
Having and maintaining a valid Manitoba Class 5 Driver's License and access to a reliable personal vehicle is a requirement.
The core competencies for this position include achieving quality results, adaptability/managing change, communication, customer service, decision making and problem solving, integrity and building trust, teamwork and cooperation and valuing diversity. Leadership competencies include building strategic performance, coaching and developing, influencing and leading. These competencies are deemed important for the success of the position and organization.
Satisfactory work performance in the preceding twelve (12) months is a requirement. Attendance rate will be a consideration in the pre-screening process.

Secondary Qualifications

Working knowledge of computerized drawing and project management software is an asset.
Courses in Safety & Health, Sustainable Development, Green Building, Building Owners and Managers Association accreditation are considered an asset.
Facility Management experience in the gaming industry or retail environment is considered an asset.
