Overview of Position:
The Quality Control Manager will effectively lead Cobra Enterprises Quality Management Systems for Modular Production and General Contracting. This role will develop, implement, monitor, and continuously improve the Quality Management System and associated standards, practices, processes, and project-specific quality plans.
The successful candidate will be a technically strong, field-experienced, and process-driven construction professional who can work collaboratively with Project Managers, Superintendents, Production teams, Site teams, Trade partners, Consultants, Inspectors, and Senior leadership to promote accountability, compliance, continuous improvement, and high-quality workmanship.
Key Responsibilities:

Lead Cobra Enterprises CSA implementation initiatives; support and maintain applicable CSA certification and compliance requirements.

Develop, maintain, and continuously improve the Quality Management System (QMS), including the Quality Manual, procedures, forms, work instructions, audit processes, supporting documentation, inspection records, checklists, and reporting tools.

Own and manage ongoing production facility and construction site quality programs, including inspections, audits, corrective actions, reporting, performance monitoring, and continuous improvement.

Develop and support project-specific Quality Management Plans, Inspection and Test Plans (ITPs), quality documentation, deficiency logs, NCRs, defect tracking, photo reports, test records, and closeout quality records.

Perform production and field quality audits across structural, architectural, envelope, mechanical, electrical, plumbing, HVAC, fire/life safety, finishing, site works, modular transport readiness, complexing, interconnections, commissioning, and turnover requirements.

Coordinate commissioning records, equipment start-up documentation, testing records, and Operations & Maintenance (O&M) documentation to support project closeout requirements.

Administer and support warranty management processes, including warranty claim tracking, root-cause investigations, corrective actions, trend analysis, and lessons learned recommendations.

Work with Project Managers, Superintendents, Production Managers, Site supervisors, Trades, Suppliers, Consultants, Inspectors, AHJs, Client representatives, and Certification stakeholders to resolve quality issues and maintain compliance.

Develop and manage supplier quality evaluation activities, including product quality assessments, supplier defect tracking, workmanship/material issue trending, and corrective action follow-up.

Promote a safe work culture and comply with OH&S regulations, company policies, project-specific safety requirements, and applicable legislation.
Preferred Qualifications / Experience:
-
5+ years of progressive construction experience in general contracting, commercial, industrial/institutional, modular, production/fabrication, or related environments.
-
5+ years in a quality-focused leadership role such as Quality Manager, QA/QC Lead, Senior Superintendent, Construction Manager, Production Manager, Commissioning Manager, or Senior PM with strong quality responsibilities.

Post-secondary degree/diploma in Construction Management, Civil Engineering Technology, Mechanical Engineering Technology, Architectural Technology, Engineering, Quality Management, or related technical field preferred.

Quality credentials such as ISO 9001 Internal Auditor, ASQ, GSC, QA/QC Certification, CSA-related training, Construction Safety Designation, Inspection-related certification are assets.

Construction trade certification with extensive equivalent experience may also be considered.

Strong working knowledge of structural, envelope, architectural, mechanical, electrical, plumbing, HVAC, fire/life safety, commissioning, and site works.

Experience with CSA implementation, QMS development, certification compliance, modular construction, production facility quality controls, Factory Acceptance Testing, transport readiness, site complexing, and commissioning is a strong asset.

Experience developing and maintaining ITPs, hold points, checklists, NCRs, deficiency/defect logs, corrective action records, warranty records, commissioning records, and closeout documentation.

Knowledge of building codes, construction standards, OH&S requirements, contract documents, specifications, drawings, consultant reviews, and quality/certification documentation requirements.

Proficient with MS Office, Excel, SharePoint, and Bluebeam. Autodesk Construction Cloud, MS Project, Power BI, or Dynamics 365/ProjectPro would be assets.

Valid driver’s license required.
