Job Description

Job Summary

Reporting to the Housing Provider Unit Supervisor, the Asset Program Advisor acts as a conduit between Niagara Region Housing Services and external partners, including non-profit and co-operative housing providers or other housing program participants. Responsible for providing guidance on the preservation of capital assets and technical advice on materials and building components to external partners, serving as a building components specialist. Also responsible for providing technical support and guidance for all tasks for funded housing programs, including but not limited to the Niagara Renovates program and, Niagara Renovates Multi-Unit program.

Education

Community College Diploma in Construction Engineering Technologist-Architecture (C.E.T.) or a 3-year college or university certification in construction or a related field.
3 years of technical expertise in construction, engineering or related field
5 years of technical expertise in construction, engineering or related field is preferred
Bilingual English and French is considered an asset
Certified Engineering Technologist (CET) through OACETT is preferred
Knowledge of the Housing Services Act, Occupation Health & Safety Act, Ontario Fire Code, Ontario Building Code
Knowledge of budgetary and financial processes for capital repairs
Knowledge of Asset Management Software (e.g. VFA or Asset Planner)
Proficient in Microsoft Office Suite, including Excel, Word, Power Point

Knowledge

Responsibilities

For all work related to capital asset management and maintenance, provide guidance on the tender process to internal and external housing providers, including but not limited to: (50% of time)

Assisting housing providers in the planning and preparation of capital asset management projects designed to maintain the value of the housing stock; including providing input on drawings, specifications and conditions for tender documents, if required
Supporting the capital component of a housing provider operational review; preparing a report with recommendations to be incorporated in an overall report to the housing provider..
Reviewing housing providers’ 5-20 year capital plans; maintaining and updating the capital reserve system
Supporting housing providers to develop preventative maintenance programs that capture energy management opportunities, including presentations, manuals and training as appropriate.
Working collaboratively with Housing Provider team, including Housing Administrators to provide fulsome, wraparound supports for non-profits and co-op housing providers.
Overseeing management of provider capital assets (approximately $500 million/ year)
Managing the application process, awarding and provision of oversight, and mandatory provincial reporting when funding capital projects to support housing providers
Maintain up to date, accurate records within the asset management database system.

Serving as a building components and maintenance standards technical resource to housing providers, including but not limited to: (25% of time)

Providing advice, clarification, interpretation and recommendations on accepted maintenance standards, practices, policies, programs, Ontario Building Code and Fire Code requirements as well as serve as a technical resource to housing providers’ tender opening committees when required.
Providing technical assistance to housing providers by assessing the condition of major building components and recommending appropriate courses of action
Educating and assisting housing providers to make informed energy conservation choices
Investigating and maintaining an inventory of municipal, provincial, and federal grants for retrofits and energy conservation to potential assist housing providers to do special energy conservation projects
Helping housing providers develop their annual Capital Budgets using Building Condition Assessments.

Providing oversight on funded housing programs, including the Niagara Renovates Program, including but not limited to: (25% of time)

Offering guidance and support for the review of inspections and all other tasks associated with Niagara Renovates
Delivering the Niagara Renovates Multi-Unit program and Secondary Suites Program
Acting as a resource for the Capital Repairs Coordinator

Perform other related duties and responsibilities as assigned or required.

Special Requirements

In accordance with the Corporate Criminal Record Check policy, the position requires the incumbent to undergo a Criminal Records Check and submit a Canadian Police Clearance Certificate.
Requires valid class G license and use of a vehicle
