Hybrid Job: This job offers the opportunity to work from home as part of a hybrid work arrangement. This arrangement will allow you to work some days at a TCHC work location and the rest of the time from home. The amount of time required to work at a TCHC work location is flexible, while considering operational and service delivery requirements.

As Manager, Revitalization and Renewal Communities you will lead staff and manage resources to support the design, development, delivery, and evaluation of strategies, initiatives and programs which engage internal and external stakeholders so as to develop /support leadership to advance the goals of the revitalization and renewal communities. In this role you will support TCHC's tenant focused culture!
What you’ll do
Physical, Social, and Economic Transformation
As the lead and subject matter expert, develop and monitor the implementation of key transformation strategies and reports e.g. social development plan, community action plan, asset mapping and needs assessment
Develop strategies and work plans to engage tenants and a broad range of internal and external stakeholder participation in the planning, decision making, and evaluation processes related to revitalization goals – physical and social transformation
Manage the development, implementation, and evaluation of community economic development and tenant benefit strategies that increase levels of tenant employment, social procurement, access to training, and other achieve revitalization goals
Design and manage stakeholder relations throughout the relocation processes
Leading Staff/Managing Resources
Manage unionized and non-unionized staff and ensure optimal staffing levels are maintained
Builds team culture driven by TCHC’s performance culture model and confronting anti-Black racism values
Trains and educates team to understand policies, procedures, and specialized knowledge of revitalization planning and social transformation processes.
Accountable for team’s understanding of and compliance with TCHC policies, applicable legislation, unit procedures, collective agreement, health and safety measures, and confidentiality
Leads teams to meet key performance indicators, service standards, unit wide outcomes, business processes and reporting requirements and takes corrective action as required. Creates and utilizes tools and processes (team meetings, on-one supervisorial meetings, data tracking and progress reporting, etc.)
Assesses individual and team capacity to deliver high quality work, identifies skills and experience gaps, and develops training plans to enhance staff capacity to meet current and emerging operational needs
Establishes strong anti-oppression, CABR, and equity practices within the team and mentor/coaches staff to apply them in continuous learning and performance driven environment.
Develops work plans and processes in collaboration with cross-functional project teams to ensure accountability, transparency, and organizational performance.
Manages and monitors budgets ensuring effective and efficient use of resources
Approves expenditures
Partnership Development and Stakeholder Management
Works proactively to identify and develop strategic partnerships with external/internal stakeholders including community agencies, policy makers, and City departments to develop high impact interventions and social infrastructure which address community issues and advance revitalization goals
Works with provincial, municipal and local funders and City divisions to increase resource investment and align service delivery
Establishes and facilitates internal and external interdisciplinary teams which includes senior staff from various divisions in the development of dynamic work plans, leverage resources, and partnerships to implement a range of initiatives which address complex revitalization issues
Acts as a key liaison amongst local staff, community partners, elected officials, tenants and others; serves as organizational lead at City-wide tables
Represents the organization and be responsible for initiating, developing, maintaining and evaluating agreements for partnerships in line with TCHC’s strategic priorities
Manages and fosters positive relations with local businesses, local levels of government, BIAs and other affected stakeholders to build support for revitalization projects
Prepares briefings, communications, reports, and messaging to provide updates, capture achievements and activities across all elements of the project using a wide variety of communication tools
Issue Management
Identifies risks and develops mitigation strategies including the daily operations and stakeholder opposition risk to the revitalization project
Facilitates community meetings and mediates disputes between stakeholders
Negotiates resolution of implementation issues and problems with developer and community stakeholders, ensuring the organization’s position is represented and protected
Responds to complaints raised by tenants and community partners, responds to requests from elected officials and other issues as they arise
Develops proactive safety strategies in the local revitalization sites in collaboration with internal and City teams
Administration
Reviews, assesses, and responds to approval requests related to the implementation of developer tenant benefit agreements; employment, scholarships, training, and other investments
Approves internal resource requests while managing processes, controls and measures to ensure appropriate expense allocation and cost management
Manages service agreements and contracts with TCHC vendors
Documentation and Trend Analysis
Develops work plans, tools, resources, evaluation plans, reports, and processes for teams to implement and monitor a range of initiatives
Provides leadership to track and evaluate outputs, outcomes, and social impact of revitalization efforts and progress towards goals
Assesses community trends using a wide range of data sources to inform decision making
Focuses local employment readiness requirements to develop & implement employment strategies, programs, and initiatives for local hiring
Research and identify local and international best practices on the design and execution of engagement, evaluation, and documentation processes
What you’ll need
Post Secondary education or experience in fields such as human/social services, health, public administration, community development, planning
Minimum 3-5 years and/or equivalent experience (i.e. budgeting, human resources management, etc.) in developing and facilitating community development, including engagement of social housing residents and/or marginalized groups
Prior experience with program delivery and oversight. Demonstrated experience working in an inclusive organization serving a diverse population (age, race, language, gender, sexual orientation, culture, and diversity)
Demonstrated experience managing union and non-union staff and leading, motivating, coaching and developing individuals and/or teams while supporting a learning environment
Demonstrated in partnership development and community development, including working with diverse stakeholders including private sector, non-profits and vulnerable populations
Ability to understand complex community issues and the issues that affect those with social and economic vulnerability, diverse in age, race, sexual orientation, culture and ability
Demonstrated experience in negotiating with community partners
Knowledge and ability to manage projects and budgets
Demonstrated commitment to customer service, innovation, creativity and quality improvement
Demonstrated ability to apply risk management methodologies
Demonstrated ability to network and build effective working relationships
Excellent organizational skills and methodological approaches to work
Excellent team building, problem solving and interpersonal skills
Ability to write reports and proposals using clear language
Experience working within an unionized environment is an asset
