Department: Operations

Reports to: Chief Operations Officer

Job Summary:

Reporting to the Chief Operations Officer (COO), the Operations Manager provides leadership and oversight for the day-to-day operational needs of Child and Family Services (CFS), ensuring that facilities, fleet, infrastructure, systems, resources, and operational support required to deliver safe, effective, and responsive services to children, youth, and families are in place. The position manages CFS facilities, fleet, contracts, office operations, and organizational infrastructure across all locations, including remote and community based sites. Working collaboratively with leadership, employees, Member Nations, communities, and external service providers, the Operations Manager promotes safe, efficient, reliable, and culturally respectful operations aligned with organizational priorities, First Nations cultures and protocols, and the needs of the communities served.

Duties and Responsibilities:

· Oversee day-to-day operations across CFS offices, including remote, satellite, and community-based locations, ensuring consistent, efficient, safe, and culturally respectful operational support for employees and service delivery.

· Develop, implement, and monitor operational procedures, administrative systems, service standards, and continuous-improvement initiatives that strengthen CFS operations, compliance, risk management, decision-making, and services to children, youth, and families.

· Oversee CFS facilities and workspace management, including office setups and moves, preventative maintenance, repairs, renovations, capital improvements, building systems, security, cleaning, waste management, space utilization, supplies, technology, and vendor support.

· Lead fleet and asset management to support CFS programs and community based service delivery, including the acquisition, inventory, utilization, maintenance, repair, registration, inspection, insurance, replacement, and disposal of vehicles, equipment, furniture, technology, and other operational resources.

· Develop and maintain preventative maintenance programs, fleet policies, and safety standards to maximize asset lifecycles, minimize disruptions to CFS operations, and ensure facilities, vehicles, and infrastructure comply with applicable legislation, insurance requirements, health and safety standards, and organizational policies.

· Manage procurement, inventory, storage, operational contracts, leases, and service agreements required to support CFS operations, including negotiations, renewals, regulatory compliance, and relationships with landlords, contractors, and vendors.

· Monitor CFS operational budgets and expenditures, support forecasting and cost-control activities, review invoices and agreements, and prepare reports, recommendations, and long-term plans for facilities, infrastructure, fleet replacement, and capital assets.

· Provide leadership, supervision, and direction to operational staff supporting CFS, including establishing priorities, assigning work, monitoring performance, supporting employee development, and ensuring compliance with occupational health and safety requirements, applicable legislation, organizational policies, and operational procedures.

· Build respectful and collaborative relationships with leadership and employees, Member Nations, Indigenous communities, partners, and service providers while promoting culturally safe, inclusive, and responsive operations that support the needs of children, youth, families, and communities.

· Perform other duties and responsibilities as assigned to support organizational objectives.

Qualifications and Skills:

Diploma or degree in Operations Management, Facilities Management, Project Management (e.g., PMP, CAPM, or equivalent), Public Administration, Business Administration, or a related field.
A recognized trades designation (e.g., Journeyperson certification in mechanical, electrical, or related trade) is considered a strong asset.
Minimum five years of progressive operational management experience, preferably within an Indigenous organization, non-profit, public-sector, or multi-site environment.
Demonstrated experience managing facilities, fleet, contracts, procurement, assets, building maintenance, and organizational infrastructure across multiple locations.
Strong knowledge of operational processes, contract management, procurement, asset management, and workplace health and safety requirements.
Experience leading capital maintenance projects, leading staff, contractors, vendors, office renovations, and facility improvements.
Strong leadership, communication, interpersonal, organizational, and problem-solving skills, with the ability to manage competing priorities, work independently, and foster collaboration across departments and with external partners.
Experience working with Indigenous communities and organizations is considered a strong asset.
Proficiency in Microsoft Office and relevant operational management systems.
Knowledge of Cree and/or Dene is also an asset.

Requirements:

· Clear Criminal Record with Vulnerable Sector Check.

· Clear Child Intervention Record Check.

· Class 5 License with a clear Drivers Abstract.

· Ability to travel to remote office locations and work outside of regular business hours as operationally required.
